The Ministry-level and Provincial-level Administrative Procedure Settlement Information System is a system formed on the basis of the Ministry-level and Provincial-level Public Service Portal and the Ministry-level and Provincial-level Single Window Electronic Information System to receive, settle, monitor, and evaluate the quality of administrative procedures, and provide online public services under the jurisdiction of ministries, equivalent bodies, and People's Committees at all levels.

General requirements of the Ministry-level and Provincial-level Administrative Procedure Settlement Information System in Vietnam

The construction of the Ministry-level and Provincial-level Administrative Procedure Settlement Information System ensures the following requirements:

- Visual design to ensure a good user experience and interaction capabilities;

- Ensuring convenient, safe, and secure access for users.

The Ministry-level and Provincial-level Administrative Procedure Settlement Information System ensures the following requirements:

- Complying with the E-Government Architecture Framework, Vietnam's E-Government, and the current Ministry-level architecture framework for the Ministry-level Administrative Procedure Settlement Information System; the Provincial-level E-Government Architecture, Provincial-level E-Government for the Provincial-level Administrative Procedure Settlement Information System;

- Connecting, sharing, and exploiting data with information systems, databases of state agencies (including the National Public Service Portal; internal information systems of ministries and provinces; national databases; information systems ranging from central to local levels) to reuse information and data for the settlement of administrative procedures in the network environment;

- Ensuring the ability to connect and share other data as decided by the Minister, Head of the equivalent body, or Chairman of the Provincial People's Committee.

Requirements for the structure and layout of the Ministry-level and Provincial-level Administrative Procedure Settlement Information System in Vietnam

The specific requirements for the structure and layout of the Ministry-level and Provincial-level Administrative Procedure Settlement Information System are implemented according to the provisions in Article 6, Circular 21/2023/TT-BTTTT, as follows:

- The structure and layout of the Ministry-level and Provincial-level Public Service Portal include three parts: Header, Main Information, and Footer.

+ Header: This is the top part of the Ministry-level and Provincial-level Public Service Portal and displays consistent information on all pages of the Ministry-level and Provincial-level Public Service Portal;

+ Main Information: This is the part between the Header and Footer that displays the information sections of the Ministry-level and Provincial-level Public Service Portal;

+ Footer: This is the last part that displays the final information of the Ministry-level and Provincial-level Public Service Portal and displays consistent information on all pages of the Ministry-level and Provincial-level Public Service Portal.

- Specific requirements for the structure and layout of the Ministry-level and Provincial-level Public Service Portal are stipulated in Appendix III, issued together with Circular 21/2023/TT-BTTTT.

- The structure and layout of the subsystems under the Ministry-level and Provincial-level Administrative Procedure Settlement Information System ensure the following requirements:

+ The arrangement and presentation must be scientific and reasonable, ensuring convenience for users and administrative procedure processing officers;

+ Using identification according to current guidelines and regulations.
