Regarding this issue, LawNet would like to answer as follows:

1. Functions and tasks of the Vietnam Aviation Club

1.1. Functions of the Vietnam Aviation Club

- Organize and administer the activities of the Vietnam Aviation Club in accordance with the law, the Ministry of National Defense, and the Air Defense-Air Force Service;

- Organize the performance of the tasks of national defense education, aviation vocational education, and other activities according to the provisions of this Regulation;

1.2. Tasks of the Vietnam Aviation Club

- Attract and concentrate organizations, individuals, and flying vehicles purchased, imported, assembled, or manufactured in Vietnam into the Vietnam Aviation Club to manage and organize flight operations in accordance with this Regulation and the provisions of the Law;

- Implement defense education tasks under the direction of the Ministry of National Defense, the General Staff, and the Air Defense-Air Force Service and the guidance of the Department of Defense Education, functional agencies of the Armed Forces; organize vocational education; disseminate aviation knowledge; and comply with regulations of the Ministry of National Defense related to the management and administration of flight operations in the airspace of the Socialist Republic of Vietnam;

- Formulate projects and schemes on building and developing a fleet of sport aircraft, sport helicopters, gliders, hot air balloons, flying wings, and sports umbrellas invested by social organizations and foreign investors in order to build the Vietnam Aviation Club to develop according to the State's orientation, report to the Air Defense-Air Force, and submit it to the Ministry of National Defense and the General Staff for consideration and decision;

- Develop training programs, train operators (pilots) of flying vehicles, parachutists, paragliders, parachutes, and remote operators of aircraft models; build and develop a sports team—a parachute team with professional qualifications—ready to participate in performances and competitions at domestic and international tournaments;

- Develop programs and projects and direct the implementation of research, manufacture, production, and assembly of sport aircraft and spare parts to ensure the operation of the Vietnam Aviation Club.

- Detect and foster talents for military and civil aviation, especially in the fields of research, design, manufacture, production, and control of aircraft;

- Implement international cooperation, implement the conventions of the International Aviation Association (FAI) on the operation of the Vietnam Aviation Club in accordance with the provisions of the State's Law and the regulations of the Ministry of Defense;

- Implement regulations on financial work according to Decree 43/2006/ND-CP stipulating the autonomy and self-responsibility for the performance of tasks, organizational apparatus, payroll, and finance for public non-business units.

2. Tasks and powers of the leaders of the Vietnam Aviation Club

* President of the Vietnam Aviation Club:

- Research and thoroughly comply with the provisions of the law, the State's policies, and the regulations of the Ministry of National Defense related to the management, organization, and operation of the Vietnam Aviation Club;

- Directly manage, organize, and operate the activities of the Vietnam Aviation Club in accordance with the Regulations and take responsibility before the Air Defense-Air Force for the management and administration;

- Preside over the construction of projects on the construction and development of the Vietnam Aviation Club; the plans and programs comply with the functions and tasks specified in Article 9 of this Regulation. Implement cooperation programs with the International Association of Aviation Clubs, Vietnam's state management agencies in the field of aviation, socio-political organizations, sponsors, and domestic and foreign investors to invest in building the Vietnam Aviation Club to keep pace with the development of the country;

- Comply with regulations on ensuring security and safety in flight operations; research and implement measures to ensure good security and safety in operation;

- Preside over, summarize activities, and periodically report every 6 months and 1 year on the operation's situation.
and promptly propose proposals to the Air Defense-Air Force on investment solutions to build the Vietnam Aviation Club for sustainable development;

- Manage financial resources in accordance with the Government's Decree No. 43/2006/ND-CP; is the account holder of Vietnam Airlines Club;

- Preside over, organize the review, grant certificates, and dismiss members of aviation clubs.

* The vice presidents of the Vietnam Aviation Club are experienced professionals who are or have served in the Air Defense-Air Force Service, in the Army, or in civil aviation. They are the people who help and are responsible to the President of Vietnam Aviation Club for the assigned tasks.
