Regarding this issue, LawNet would like to answer as follows:

1. Forms of commendation by the Ministry of National Defense for Militia and Self-Defense Forces in Vietnam

Forms of reward by the Ministry of National Defense for Militia and Self-Defense Forces according to Article 12 of Circular 57/2020/TT-BQP are as follows:

- Medal "For the cause of mass armed forces".

- Merit.

- Certificate of merit.

2. Responsibility for organizing emulation and reward movements for militia and self-defense forces in Vietnam

Responsibility for organizing emulation and commendation movements with militia and self-defense forces according to Article 4 of Circular 57/2020/TT-BQP stipulating proper implementation of regulations in Articles 6, 7, 8 of Decree 91/2017/ND-CP and the following specific regulations:

- The Minister of National Defense directs, launches, and organizes emulation movements; considers and selects collectives and individuals with outstanding achievements to award emulation titles and rewards; or proposes to the Prime Minister and President to reward Militia and Self-Defense Forces nationwide.

- Heads of military regions, arms, Border Guard Command, Coast Guard Command, Hanoi Capital Command, arms and army corps direct, launch, and organize emulation movements; consider and select groups and individuals with outstanding achievements to award emulation titles and rewards; or request superiors to award emulation titles and rewards for Militia and Self-Defense Forces under the management of their level.

- Heads of central agencies and organizations and Presidents of People's Committees at all levels initiate and direct emulation movements in Militia and Self-Defense Forces within the scope of management according to the provisions of the Law on Emulation and Commendation.

- Local military agencies direct, launch, and organize emulation movements; discover and select groups and individuals with excellent achievements to award emulation titles and rewards; or request superiors to award emulation titles and rewards for Militia and Self-Defense Forces under local management.

- Military commands of ministries, central branches, and military commands of agencies and organizations that organize emulation movements detect and select collectives and individuals with outstanding achievements to reward or request superiors to reward self-defense forces under their authority.

- Militia and Self-Defense agencies at all levels, Militia and Self-Defense assistants under district-level Military Commands and Commune-level Military Commands are responsible for coordinating with emulation and commendation agencies at the same level to advise and organize the implementation of emulation and commendation work for Militia and Self-Defense Forces.

3. Form of organizing competitions for Militia and Self-Defense Forces in Vietnam

The form of organizing emulation for Militia and Self-Defense Force according to Article 5 of Circular 57/2020/TT-BQP is as follows:

- Regular competition:

Launched at the beginning of the year to encourage the Militia and Self-Defense Force to strive to well implement the goals, tasks, and work plans of the Militia and Self-Defense Force on a daily, weekly, monthly, quarterly, and annual basis for each individual or collective.

- Competition by batch or competition by topic:

Organized to perform key and unexpected work tasks according to each determined period and time, to mobilize the Militia and Self-Defense Forces to strive to best perform unexpected tasks or difficult and complex tasks such as being ready to fight, serve in combat, protect sovereignty and security of national borders, islands, seas, and airspace of Vietnam;

Protect national security, ensure social order and safety, fight against crime and law violations; propagate and mobilize the people to build a comprehensive and strong base; implement social policy; prevent, combat, and overcome the consequences of disasters, incidents, natural disasters, epidemics, fires, and explosions; search and rescue; forest protection; environmental protection; and other civil defense activities.
