Regarding this issue, LawNet would like to answer as follows:

1. Subjects entitled to the benefits regarding practice and performance training in Vietnam

According to Clause 2, Article 2 of Decision 14/2015/QD-TTg, the beneficiaries of practice and performance training include those who directly participate in rehearsals, performances, and service performances, including:

- Subjects specified in Clause 1, Article 2 of Decision 14/2015/QD-TTg, specifically as follows:

+ The conductor of the symphony orchestra, dance music, symphony orchestra; actors in tuong, cheo, cai luong, circus, water puppetry, musicals (Opera), dance (Ballet), plays, folk plays, physical plays; wind instrument performer;

+ The conductor of the choir, the traditional theater orchestra; actors in mime, folk songs, new songs, shallow puppetry, contemporary dances, ethnic folk dances, court dances, vaudeville dances; performers of stringed instruments, percussion instruments, keyboard instruments; Sound technician, lighting technician.

- People who direct the art of performances of music and dance art programs, art directors of theatrical plays; heads and deputy heads of art units; and heads and deputy heads of affiliated performance troupes;

- Persons working under the contract regime receive salary from the salary fund of public non-business units in accordance with law.

2. Forms of benefits regarding practice and performance training in Vietnam

Specifically, Article 4 of Decision 14/2015/QD-TTg stipulates the benefits regarding practice and performance training as follows:

(1) The training regime is calculated according to the number of actual training sessions, including the following levels:

- The level of 80,000 VND/rehearsal, applicable to actors playing the main roles in stage plays, musicals (opera), ballet (ballet), circus, and puppets; lead singer (single), main dancer (solist), solo musician (solist) with orchestra; the conductor of the symphony orchestra, dance music, symphony orchestra, choir, and traditional theatrical orchestra;

- The level of 60,000 VND/rehearsal, applicable to actors playing the secondary role in theatrical plays, musicals, dances, circuses, and puppets; lead vocalist, lead vocalist in the choir; minor dancer, musician responsible for playing in symphony orchestras, media theater orchestras, actors responsible for leading in choirs; lead sound technician, lead lighting technician;

- Level 50,000/rehearsal, applicable to actors playing supporting roles in stage plays, musicals, dances, circuses, and puppet shows; dancers; choristers; musicians, symphony orchestras, traditional theater orchestras; sound technicians; lighting technicians;

- Level 35,000 VND/practice session, applicable to backstage staff, makeup staff, costume staff, and props staff.

(2) The mode of fostering performance is calculated according to the number of performances and serving actual performances, including the following levels:

- The level of 200,000 VND/performance, applied to the main actor, main musician, art director of the art program of music and dance, and art director of theatrical production;

- The level of 160,000 VND/show, applied to the main actor, the second official musician, the main sound technician, and the main lighting technician;

- Level 120,000 VND/show, applied to supporting actors, musicians, sound technicians, lighting technicians; heads and deputy heads of art units, and heads and deputy heads of affiliated performance troupes;

- The level of 80,000 VND / show, applied to backstage staff, makeup staff, costume staff, props staff, and service staff working under contract mode.

(3) Where art performance participants perform part-time tasks, they will only receive the highest level of training and performance training.

3. Expenses for benefits regarding practice and performance training in Vietnam

The payment for the benefits regarding practice and performance training is taken from the following funding sources:

- Funds for payment of the regime of training for practice and performance training specified in Section 2 shall be included in the cost estimates for the construction and dissemination of works, annual programs, and plays of the unit, and from performance revenue as prescribed by law;

- In case of performing political tasks and serving people in mountainous, remote, and island areas, the regime of fostering practice and performance training shall be paid for by the State.
