According to Clause 2, Article 9 of Decree 135/2021/ND-CP, the force is equipped with professional technical means and equipment to detect administrative violations as follows:

- Traffic police, mobile police, order police, quick response police, administrative management police on social order, police on environmental crime prevention; Police for fire prevention, fighting and rescue, immigration management, Police investigating crimes against social order, Police investigating drug-related crimes; Police investigating crimes involving corruption, the economy, smuggling, Specialized inspectors and agencies assigned to perform the function of specialized inspection on fire prevention, fighting, and rescue, police of communes, wards, and townships (hereinafter referred to as commune-level police);

- Specialized inspectors and agencies assigned to perform the specialized inspection function of road transport, railways, inland waterways, maritime, civil aviation, Inland Waterway Port Authority, Maritime Port Authority, Airport Authority;

- Specialized inspectors and agencies assigned to perform the specialized inspection function on environmental protection;

- Border Guard, Coast Guard;

- Forest rangers, Fisheries inspectors, and inspectors of agriculture and rural development;

- Custom;

- Market management;

- Health inspectors and agencies assigned to perform the specialized health inspection function;

- Labor - Invalids, and Social Affairs Inspectorate;

- Education and Training Inspector;

- Inspector of Science and Technology; agency assigned to perform the function of specialized inspection on quality measurement standards.

2. Principles of equipping professional technical means and equipment to detect administrative violations in Vietnam

Principles of equipping technical and professional means and equipment to detect administrative violations according to Clause 1, Article 9 of Decree 135/2021/ND-CP are as follows:

- Conforming to standards and norms for the use of professional technical means and equipment at the agency or unit;

- In accordance with the functions, tasks, powers, and authority to sanction administrative violations of the force specified in Section 1 and the requirements of the fight against administrative violations;

- Comply with the order and procedures as prescribed by the law on the management and use of public property.

3. Conditions for renting professional technical means and equipment to detect administrative violations in Vietnam

Conditions for renting professional technical means and equipment to detect administrative violations according to Clause 2, Article 8 of Decree 135/2021/ND-CP are as follows:

- Professional technical means and equipment on the list specified in Clause 1, Article 6 of Decree 135/2021/ND-CP and ensure compliance with standards and usage norms as prescribed;

- New technical means and equipment with similar features to professional technical means and equipment on the list specified in Clause 1, Article 6 of Decree 135/2021/ND-CP but modern, highly effective, and more accurate violation detection;

- Ensuring the regulations on inspection, calibration, testing, standards, technical regulations, and product quality according to the provisions of law.
