Fireworks display locations for Lunar New Year in 2025 in Hung Yen

Standing Committee of Hung Yen Provincial Party Committee has agreed to allow Hung Yen City, district-level town My Hao, and the districts of Van Lam, Van Giang, Yen My, Khoai Chau, An Thi, Phu Cu, Tien Lu, and Kim Dong to organize low-altitude fireworks displays for the Lunar New Year 2025 at 11 locations, including:

(1) Nguyen Van Linh Square, Hung Yen City;

(2) The area in front of People's Committee of district-level town My Hao;

(3) The project campus of market and Hong Hai Trade Center, Dai Dong Commune and Viet Hung Commune, Van Lam District;

(4) Pho Moi residential area, Van Giang District;

(5) Yen My District Cultural House;

(6) Binh Minh Pho Hien residential area, Khoai Chau District;

(7) An Thi District Cultural House;

(8) The area of Cooling Lake, Phu Cu District Cultural Center;

(9) Central Flower Garden of Tien Lu District;

(10) Kim Dong District Cultural House;

(11) Vu Hung Agricultural Investment Development Company Limited, Hiep Cuong Commune, Kim Dong District.

- Fireworks display time: Approximately 15 minutes, from 00:00 to 00:15 on January 29, 2025; the first day of Lunar New Year 2025.

- Funding for implementation: Localities will ensure funding through socialization sources.

Prohibited acts regarding fireworks in Vietnam

- Research, manufacture, production, sale, export, import, storage, transportation, use or appropriation of explosive fireworks; except in cases where organizations and enterprises under the Ministry of National Defense are assigned by the Prime Minister of the Government of Vietnam to research, produce, import, export, supply, transport, use explosive fireworks as regulated in this Decree.

- Research, manufacture, production, sale, export, import, storage, transportation, illegal use of fireworks and firework materials.

- Illegally bringing fireworks and firework materials in or out of the territory of the Socialist Republic of Vietnam or into restricted, protected areas, and protection targets.

- Exploiting or abusing the use of fireworks to infringe on national security, order, social safety, life, health, property, rights, and legitimate interests of organizations or individuals.

- Exchanging, gifting, giving, sending, borrowing, lending, renting, leasing, mortgaging explosive fireworks or firework materials for illegal firework production; transporting, storing, destroying fireworks in an unsafe manner or affecting the environment.

- Appropriating, buying, selling, exchanging, gifting, giving, borrowing, lending, renting, leasing, mortgaging, counterfeiting, modifying, or erasing all types of firework permits.

- Entrusting explosive fireworks and firework materials to organizations or individuals not meeting conditions as prescribed.

- Instructing, training, or organizing training on the method of illegal manufacture, production, and use of fireworks in any form.

- Intentionally providing false information about the management, storage of fireworks, firework materials; failing to report or not promptly reporting, concealing, or altering information about the loss, theft, accident, or incident regarding fireworks, firework materials.

How can citizens use fireworks without violating the law in Vietnam?

According to Article 17 Decree 137/2020/ND-CP, agencies, organizations, and individuals with full civil capacity are allowed to use fireworks in the following cases:

Festivals, holidays, birthdays, weddings, conferences, inaugurations, anniversaries, and in cultural and artistic activities.

Note: When using fireworks, only purchase fireworks from organizations or enterprises authorized to produce and sell fireworks, specifically those currently produced by Factory Z121 of the Ministry of National Defense.

* Only Allowed to Use Fireworks

Fireworks are products crafted or industrially manufactured, which when impacted by mechanical, thermal, chemical, or electrical stimulations create audio, visual, and color effects in space, without causing explosions.
