Fireworks display locations for Lunar New Year 2025 in Quang Ninh

According to Document 146/UBND-VHXH regarding the organization of the Lunar New Year's Eve fireworks display 2025 of Quang Ninh province, the People's Committee of Quang Ninh province agreed to organize 11 locations for fireworks displays (2 high-altitude points and 9 low-altitude points) throughout the province during the New Year's Eve of Lunar New Year 2025, with a duration of 15 minutes, from 00:00 (January 28, 2025) to 00:15 (January 29, 2025). The locations are as follows:

(1) Ha Long (01 high-altitude point at October 30 Square, Hong Hai Ward);

(2) Cam Pha (01 point at November 12 Square, Cam Tay Ward);

(3) Uong Bi (01 point at the park lake located in both Thanh Son and Quang Trung Wards);

(4) Dong Trieu (01 point at the Central Square of Dong Trieu City);

(5) Tien Yen (01 point at the submerged bridge of the commune-level town Tien Yen);

(6) Dam Ha (01 point at the area of Ha Quang Voc Monument, commune-level town Dam Ha);

(7) Van Don (01 point at Ao Tien International Port, Ha Long Commune);

(8) Hai Ha (01 point at the landscape campus beside Ha Coi River);

(9) Binh Lieu (01 point at December 25 Square, commune-level town Binh Lieu).

(10) & (11) Mong Cai (01 low-altitude fireworks point at the area of Bac Luan II Border Gate from 23:00 to 23:15 on January 28, 2025, and 01 high-altitude fireworks point at the Central Media and Cultural Square of Mong Cai City).

How can citizens in Vietnam use fireworks on New Year's Eve 2025 without breaking the law?

According to Article 17 Decree 137/2020/ND-CP, agencies, organizations, and individuals with full civil legal capacity are allowed to use fireworks in the following cases:

Festivals, Lunar New Year, birthdays, weddings, meetings, inaugurations, anniversaries, and in cultural and artistic activities.

Note: When using fireworks, they must only be purchased from organizations and businesses authorized to produce and trade in fireworks, specifically currently those produced by Z121 Factory under the Ministry of National Defense.

Fireworks are products made by hand or by industrial processes that, when activated by mechanical, thermal, chemical, or electrical stimuli, create sound, light, or color effects in space, without explosion noise.

* Use of explosive fireworks or firecrackers is not permitted

Firecrackers are products made by hand or by industrial processes that, when activated by mechanical, thermal, chemical, or electrical stimuli, cause explosions or whistling sounds, explosions, and color effects in space;

Firecrackers that cause whistling sounds, explosions, and color effects in space are called explosive fireworks;

Low-altitude explosive fireworks are those with a diameter of no more than 90 mm or a shooting range of no more than 120 m. High-altitude explosive fireworks are those with a diameter of over 90 mm or a shooting range of over 120 m;
