Regarding this issue, LawNet would like to answer as follows:

On August 11, 2023, the Prime Minister issued Decision 945/QD-TTg establishing the Prime Minister's Working Group to implement Resolution 101/2023/QH15 of the National Assembly on reviewing the system of legislative documents.

1. Establishment of Working Group to review the system of legislative documents in Vietnam

The Prime Minister shall decide to establish a Government Working Group on reviewing the system of legislative documents, including the following members:

(1) Team leader: Comrade Tran Luu Quang, Deputy Prime Minister.

(2) Vice-Chairman:

- Comrade Le Thanh Long, Minister of Justice (Permanent Deputy);

- Comrade Tran Van Son, Minister, Chairman of the Government Office.

(3) Members:

- Mr. Tran Duy Dong, Deputy Minister of Planning and Investment;

- Comrade Vo Thanh Hung, Deputy Minister of Finance;

- Comrade Nguyen Thi Phuong Hoa, Deputy Minister of Natural Resources and Environment;

- Comrade Nguyen Duy Lan, Deputy Minister of Transport;

- Comrade Nguyen Sinh Nhat Tan, Deputy Minister of Industry and Trade;

- Comrade Doan Thai Son, Deputy Governor of the State Bank of Vietnam;

- Comrade Cao Huy, Vice Chairman of Government Office;

- Comrade Nguyen Thanh Tinh, Deputy Minister of Justice;

- Comrade Nguyen Duy Thang, Deputy Minister of Home Affairs;

- Comrade Nguyen Van Sinh, Deputy Minister of Construction;

- Comrade Nguyen Hoang Hiep, Deputy Minister of Agriculture and Rural Development.

2. Tasks and powers of the Working Group to review the system of legislative documents in Vietnam

Specifically, Article 2 of Decision 945/QD-TTg stipulates the tasks and powers of the Working Group to review the system of legislative documents as follows:

2.1. Tasks of the Working Group in Vietnam

- Assist the Prime Minister in directing and urging the implementation of the task of reviewing the system of legislative documents as required in Resolution 101/2023/QH15 of the National Assembly; coordinate with the Working Group of the Standing Committee of the National Assembly established under Resolution 829/NQ-UBTVQH15 dated July 20, 2023.

- Regularly monitor the implementation situation, ensuring close coordination between the standing agency of the Working Group and relevant ministries, agencies, and agencies of the National Assembly in the process of reviewing, synthesizing, and handling the results of reviewing and developing the Government's report as required in Resolution 101/2023/QH15 of the National Assembly.

The working group must promptly summarize and report to the Government and the Prime Minister before September 15, 2023, to promptly consult the National Assembly on necessary issues within the competence of the National Assembly at the 6th session, the 15th National Assembly.

- Research and propose solutions to submit to competent authorities for consideration and decision on the formulation of a draft law amending and supplementing relevant laws to remove difficulties in production and business.

- Perform other related tasks as assigned and directed by the Prime Minister.

2.2. Powers of the Working Group in Vietnam

- Request ministries, ministerial-level agencies, relevant agencies, and People's Committees of provinces and centrally run cities to report, provide information, dossiers, and documents related to the review of the legal document system.

- Invite leaders of ministries, ministerial-level agencies, relevant agencies, and People's Committees of provinces and centrally run cities to participate in meetings of the Working Group.
