On April 11th, 2024, the Prime Minister issued Official Telegram 36/CD-TTg on ensuring order and road traffic safety to serve the travel needs of the people during the holidays of April 30th–May 1st and the peak tourism season in the summer of 2024.
According to Official Telegram 36/CD-TTg in 2024, to ensure order and road traffic safety, facilitate people's travel during the holidays of April 30th - May 1st and the peak tourism season in 2024, the Prime Minister requests the Ministry of Public Security to direct the enhancement of patrol, control, and strict handling of violations of order and road traffic safety on roads, railways, and waterways, such as drivers violating regulations on alcohol and drug concentration, overloaded vehicles, exceeding the prescribed number of passengers; transportation businesses violating regulations on technical safety and environmental protection proactively prevent, deter, and strictly handle gatherings that disrupt public order, illegal street racing; resolutely handle and suppress individuals who resist the execution of public duties; have plans to regulate and direct traffic flow, provide guidance on safe and smooth traffic, especially on roads and areas expected to have high traffic volume during the holidays of April 30th - May 1st and the summer of 2024.
Directing the development of transportation organization plans, ensuring traffic safety, and reducing traffic congestion
According to Official Telegram 36/CD-TTg in 2024, the Prime Minister also requested the Ministry of Transport to direct the relevant agencies under the Ministry, the Departments of Transport, and transportation businesses to develop transportation organization plans to meet the travel needs of the people, ensure traffic safety, and reduce traffic congestion; improve and ensure the safety conditions of transportation infrastructure, strictly implement the organization and guidance to ensure traffic on stretches, routes, and construction projects; promptly handle incidents related to transportation infrastructure, urgently complete the upgrade and repair of key transportation routes, especially main roads and important transportation hubs, especially in large cities and tourist attractions; promptly address new traffic accident black spots; review and supplement the signaling system, directional signs to ensure easy recognition and convenience for road users; inspect the implementation of regulations on ensuring traffic safety for transportation business activities, strictly handle violations;
For expressways (especially for phased investment expressways with two lanes and no emergency stopping lane), direct the relevant agencies to inspect and review transportation infrastructure (especially road signaling systems), traffic organization plans; detect and promptly handle existing shortcomings and issues; consider solutions for remote traffic flow regulation, organize temporary rest stops along expressways without rest areas; if necessary, approve adjustments, supplements, or replacements for expressway traffic organization plans, ensuring their suitability to the actual situation and enhancing traffic safety.
