The duties of the Party organization where party members work and reside in Vietnam are stipulated in Regulation 213-QD/TW of 2020.

1. Duties of the Party organization where party members work and reside in Vietnam under Regulation 213

The duties of the Party organization where party members work and reside in Vietnam, according to Article 4 of Regulation 213-QD/TW of 2020 are as follows:

- The Communist Party Committee of the commune, ward, or commune-level town accepts and lists the party members who are working and introduced to participate in activities and maintain relations with the Party organization and the people in their locality; introduce them to the branch committee, cell units in villages, hamlets, and blocks.

- The cell unit in the village, hamlet, or residential area accepts and lists working party members participating in activities and maintaining relations with the Party organization and the people in their unit and informs each party member to maintain contact while performing their duties as a party member in the place of residence; simultaneously, provide conditions for party members to perform their duties.

- Periodically every 6 months or as necessary, the Party Committee of the commune, ward, commune-level town instructs the branch committee and affiliated branches to organize meetings for party members working and residing in the region to inform about the situation and tasks of the locality or a specialized topic that needs consultation from working party members to gather information and solicitation of opinions.

- Annually, the branch committee or the secretary of the branch (in cases where no branch committee exists) meets with the village working front committee, hamlet, or residential area to evaluate each working party member’s performance in their duties in the place of residence using evaluation forms sent to the Party Committee of the commune, ward, or commune-level town.

Recommend to the Party Committee of the commune, ward, commune-level town to commend and reward those working party members with outstanding achievements in performance at their place of residence. Promptly report to the Party Committee of the commune, ward, commune-level town, and the Party Committee where the party member works if the party member violates the law; lacks responsibility in setting an example; seriously violates the local rules and regulations or does not sufficiently comply with Regulation 213-QD/TW of 2020.

- The Communist Party Committee of the commune, ward, commune-level town confirms the evaluation forms of the branch committee and cell units where the party member resides and sends them to the grassroots Party Committee where the party member works. Applaud and reward or propose to the grassroots Party Committee to commend and reward those party members with outstanding achievements in performing their duties at their place of residence. Propose the grassroots Party Committee to consider and handle according to regulations those party members who have not performed well.

- At the request of the Party Committee where the party member works, the Party Committee of the commune, ward, or commune-level town coordinates inspections and supervision of party members performing their duties in the place of residence.

2. Duties of Party Members Working in the Place of Residence in Vietnam

The duties of party members working in the place of residence in Vietnam, according to Article 2 of Regulation 213-QD/TW of 2020 are as follows:

- Set an example in political qualities, ethics, lifestyle, and the vanguard, exemplary role of cadres, and party members before the people in the place of residence.

- Exemplarily fulfill citizens' obligations; propagate, and mobilize families and residents in the locality to implement the policies, guidelines of the Communist Party, the State's policies, laws, and local regulations at the place of residence.

- Participate fully and seriously in periodic meetings and actively participate in other meetings convened by the Party Committee at the place of residence. Actively contribute opinions to the branch committee, cell units, and grassroots Party Committee at the place of residence regarding local tasks, especially pressing issues in the village, hamlet, and residential block.

- Participate in the People's meetings at the place of residence; regularly maintain relations with the branch committee, the village chief, hamlet or residential block leader, and the working front committee at the place of residence to capture the people's situation; reflect the people's opinions to competent authorities.

- Propagate and mobilize the people to contribute ideas in building the Communist Party, building grassroots government, and supervising cadres and party members in their cultivation, ethical training, lifestyle, and responsibility of setting an example.

- Participate and mobilize family members to participate in campaigns and emulation movements launched by the locality. Mobilize families and residents to build cohesive and united relationships, and build cultural life in the residential area.

- Report the results of fulfilling duties as specified in Article 2 of Regulation 213-QD/TW of 2020 to the branch committee at the workplace during annual party member review and assessment. Timely report to the branch committee at the workplace and the place of residence when moving to a new place of residence.
