The Department of Employment is a unit under the Ministry of Labor, War Invalids, and Social Affairs, responsible for helping the Minister perform the functions of state management of employment, support job creation, labor market information, organization and operation of employment services, and unemployment insurance according to the provisions of law.
The Department of Employment's English transaction name is Department of Employment, abbreviated as DOE.

The Department of Employment has the following duties:
(1) Research and submit to the Ministry:
- Law projects, ordinances, and legal documents on employment, job creation support, labor market information, organizations and employment service activities, unemployment insurance, recruitment, and labor management in Vietnam.
- Strategies, programs, long-term plans, and annual projects on employment, job creation support, labor market development, unemployment insurance employment services, recruitment, and labor management in Vietnam.
- State management of public service services; standards, regulatory processes, and economic-technical norms for public service provision activities in the field of employment.
- Regarding employment:
+ Targets and solutions to create new jobs;
+ Policies to support job creation: preferential credit policies to create jobs; policies to support job transition for workers in rural areas; public employment policies and other support policies;
+ Policies to support job creation for the following subjects: disabled workers; workers whose agricultural land is confiscated; displaced workers—ethnic minority workers living in mountainous areas in extremely difficult areas; workers in areas affected by climate change and a number of other subjects as prescribed by law;
+ Employment policies, management, and regulation solutions for migrant labor issues;
+ Instructions on the management and use of the National Employment Fund.
- Regarding labor market information, organization, and employment service activities:
+ Instructions for collecting, storing, synthesizing, analyzing, forecasting, and publishing labor market information under the Ministry's management;
+ Regulations on the management, exploitation, use, and dissemination of labor market information;
+ Labor market development policies;
+ Guidance on planning the network of employment service organizations; establishment and operation of employment service organizations according to the provisions of law.
- Regarding unemployment insurance:
+ Unemployment insurance regimes and policies;
+ Unemployment insurance organization system;
+ Guidance on legal regulations on unemployment insurance.
- Regarding recruitment and labor management:
+ Instructions on labor recruitment;
+ Guidance on implementing legal regulations on Vietnamese labor management; management of foreign workers working in Vietnam.
- Guide, inspect, and organize the implementation of legal regulations on employment, job creation support, labor market information, organization and operation of employment services, unemployment insurance, recruitment, and labor management in Vietnam.
- Build an information network and labor market database; carry out investigations, statistics, analysis, and forecasting of the labor market; collect, manage, and provide labor market information.
- Participate in disseminating and educating the law; preside over summarizing and evaluating advanced movements, models, and examples of job creation support, labor market information, organizations and employment service activities, unemployment insurance, recruitment, and labor management in Vietnam.
- Participate in research and develop policies for civil servants and public employees in assigned fields.
- Preside and coordinate with the Department of Personnel and Organization to develop a list of job positions and professional title standards for specialized public employees; provide guidance on job positions, the number of employees, and the structure of public employees by professional title in public service units in the field of employment.
- Help the Ministry manage associations, associations, and non-governmental organizations operating in the field of employment according to the provisions of law.
- Carry out international cooperation as assigned by the Ministry.
- Participate in scientific research; train and foster cadres, civil servants, and public employees in the field of employment as assigned by the Ministry.
- Summary, periodic, and extraordinary reports on employment, job creation support, labor market information, organizations and employment service activities, unemployment insurance, recruitment, and labor management in Vietnam.
- Manage civil servants, public employees, facilities, finance, and assets according to the provisions of law and decentralization of the Ministry.
- Perform other tasks assigned by the Minister.
