The duties of student counseling officers in Vietnam are stipulated in Circular 11/2024/TT-BGDDT (effective from November 4, 2024).

1. Duties of Class III student counseling officers in Vietnam from November 4, 2024

- Advise on the development and implementation of school counseling plans; report regularly as prescribed;

- Manage and oversee files and records related to school counseling tasks;

- Carry out consulting activities to support students encountering difficulties in cognition, emotions, behavior, and social relationships that affect the development of capabilities and qualities;

- Preside over cooperation with teachers and staff within the school, and coordinate with external organizations and individuals to conduct assessments and provide preventative and supportive counseling activities for students (including individual, group, or collective counseling) through direct, indirect, or online counseling methods;

- Coordinate with teachers in educational activities related to student counseling and support work;

- Complete training programs; engage in self-study and continuous professional development to enhance expertise;

- Perform other duties as assigned by the principal.

2. Duties of Class II student counseling officers in Vietnam from November 4, 2024

In addition to the duties of a Class III student counseling officer, a Class II student counseling officer must also perform the following tasks:

- Support colleagues in professional and operational activities related to student counseling;

- Participate in organizing training or engage in evaluating and appraising materials and resources for training programs for student counseling officers hosted by district, provincial departments, or higher-level sectors.

3. Duties of Class I student counseling officers in Vietnam from November 4, 2024

In addition to the duties of a Class II student counseling officer, a Class I student counseling officer must also perform the following tasks:

- Lead the implementation of scientific research tasks at the school level or higher (if any);

- Preside over the development of training content and workshops on new deep-knowledge areas related to school counseling or participate in evaluating and appraising materials and resources for training programs for student counseling officers hosted by district, provincial departments, or higher-level sectors.

4. Salary guidance for student counseling officers from November 4, 2024

- Public employees appointed to the professional title of student counseling officers as regulated in this Circular will apply the public employee salary scale at Table 3 (professional and operational salary scale for officials and public employees in State public service providers) issued with Decree 204/2004/ND-CP. Specifically:

+ The professional title of Class III student counseling officers (code V.07.07.24) applies the salary coefficient of A1 public employees, from salary coefficient 2.34 to salary coefficient 4.98;

+ The professional title of Class II student counseling officers (code V.07.07.23) applies the salary coefficient of A2 public employees (group A2.2), from salary coefficient 4.00 to salary coefficient 6.38;

+ The professional title of Class I student counseling officers (code V.07.07.22) applies the salary coefficient of A2 public employees (group A2.1), from salary coefficient 4.40 to salary coefficient 6.78.

- The adjustment and salary arrangement for student counseling officers upon promotion in professional titles and when recruiting and appointing student counseling officers who are currently officials and public employees from other sectors shall follow the guidelines in Circular 02/2007/TT-BNV on salary classification when upgrading, transferring Classs, transferring types of officials and public employees, and according to current legal regulations. When implementing new salary policies, the transition to the new salary scale shall be conducted according to the regulations of the Government of Vietnam.
