Regarding this issue, LawNet would like to answer as follows:
According to Clause 1, Article 3 of the Regulations issued together with Circular 03/2023/TT-BGDDT, a semi-boarding general school for ethnic minorities is a school established by the State for ethnic minority students and students from families who permanently settle in areas with extremely difficult socio-economic conditions in order to contribute to the realization of equality in access to education and the goal of sustainable development in the field of education in ethnic minority and mountainous areas.
Specifically, in Article 12 of the Regulation issued together with Circular 03/2023/TT-BGDDT, teachers of a semi-boarding general education school for ethnic minorities shall perform the tasks and rights specified in the charter of the high school and have the following duties and rights:
- To learn, master the customs and habits and psychological characteristics of the local ethnic students.
- To apply teaching methods suitable for students; participate in the management, education, nurturing, and care of part-boarding students; and organize the implementation of specific educational contents in the school.
- To receive training to improve their capacity in ethnic knowledge, ethnic minority languages, contents and methods of management, education, and nurturing and caring for part-boarding students; to organize the implementation of specific educational contents in schools; and to enjoy preferential regimes and policies according to the State's regulations.
The staff of a Semi-boarding general school for ethnic minorities shall perform the duties and rights specified in the charter of the school and the duties and rights specified in Article 13 of the Regulation issued together with Circular 03/2023/TT-BGDDT, specifically as follows:
- To learn the customs, habits, and psychological characteristics of the local ethnic students.
- To coordinate with teachers and other staff to perform the task of managing, nurturing, and taking care of day-boarding students and organizing the implementation of specific educational contents in the school.
- To receive training to improve their capacity in ethnic knowledge, ethnic minority languages, contents and methods of management, education, and nurturing and caring for part-boarding students; to organize the implementation of specific educational contents in schools; and to enjoy regimes and policies according to the State's regulations.
According to Article 14 of the Regulation promulgated together with Circular 03/2023/TT-BGDDT, day-boarding students perform the duties and have the rights specified in the charter of the high school, in addition to having the following duties and rights:
- To comply with the school's boarding rules.
- To preserve the cultural identity of their own nation, respect the cultural identity of other ethnic groups.
- To be arranged to eat, stay, and live in the boarding area and enjoy the regimes and policies according to the State's regulations.
A semi-boarding general education school for ethnic minorities shall carry out educational activities according to the provisions of the charter of the school and the following specific educational activities:
- Educating students on ethnic guidelines and policies of the Party and State; cultural identity and fine traditions of the people; life skills and environmental protection;
- Educating laborers on school and classroom hygiene, improving students' eating, living, and studying conditions;
- Organizing cultural, artistic, and sports activities such as sightseeing, festivals, ethnic New Year, and cultural exchanges in order to contribute to the preservation and promotion of the cultural identities of the ethnic groups;
- Organizing collective cooking for part-boarding students to ensure food hygiene and safety; health care for students.

Specifically, in Clause 3, Article 3 of the Regulation promulgated together with Circular 03/2023/TT-BGDDT, stipulating the system of semi-boarding schools for ethnic minorities as follows:
- Ethnic semi-boarding elementary school;
- Ethnic semi-boarding secondary schools;
- Ethnic semi-boarding schools for primary and junior high schools.
