1. Powers of the Vietnam Association for Copyright Protection of Film and TV Movies

The powers of the Vietnam Association for Copyright Protection of Film and TV Movies are specified in the Charter of the Vietnam Association for Copyright Protection of Film and TV Movies issued with Decision 840/QD-BNV in 2021, which include:

- Propagate the Association's principles and operating purposes.

- Represent members in domestic and foreign relations in the field of protecting the rights of authors and copyright owners for film and television works and issues related to the functions and tasks of the Association according to the provisions of the law and the Association's Charter.

- Protect the legitimate rights and interests of members in the field of protecting the rights of authors and copyright owners of cinematographic works and television series in accordance with the Association's principles and purposes according to the regulations of the Law.

- Participate in programs, projects, and research topics; consult and criticize issues in the field of protecting the rights of authors and copyright owners of Vietnamese film and television works at the request of state agencies; provide public services on issues within the Association's field of operation according to the provisions of law.

- Contribute opinions on legal documents related to the Association's activities according to the provisions of the law and the requirements of competent state agencies. Make recommendations to competent state agencies on issues related to the development of the Association and the areas in which the Association operates in accordance with the provisions of the Association's Charter and the provisions of law.

- Promote cooperation and close coordination with sectors, agencies, organizations, unions from central to local levels and organizations and associations operating in media, film and television to carry out the Association's tasks in accordance with the provisions of the law and the Association's Charter.

- Establish a legal entity under the Association in accordance with the principles and purposes prescribed by law.

- To raise funds for the Association on the basis of membership dues and revenues from business and service activities according to the provisions of the law to cover operating expenses.

- Receive legal funding sources from domestic and foreign organizations and individuals according to the provisions of law. Receive financial support from the State for activities associated with the tasks assigned by the State.

- Join corresponding international organizations and sign and implement international agreements according to the provisions of law, and report to the state management agency in charge of the industry and field in which the Association operates and the agency that decides to allow the establishment of the Association upon joining the corresponding international organization, signing and implementing international agreements.

- Exercise other rights as prescribed by law.

2. Tasks of the Vietnam Association for Copyright Protection of Film and TV Movies

The tasks of the Vietnam Association for Copyright Protection of Film and TV Movies are specified in the Charter of the Vietnam Association for Copyright Protection of Film and TV Movies issued with Decision 840/QD-BNV in 2021, which include:

- Comply with legal regulations related to the organization and activities of the Association. Organize and operate according to the Association's Charter approved by competent state agencies. Do not take advantage of the Association's activities to harm national security, social order, morality, the fine customs and traditions of the nation, or the legitimate rights and interests of individuals and organizations.

- Propagate and disseminate the Party's guidelines, policies, and laws of the State, especially cultural and artistic guidelines and policies and legal documents on protecting the rights of authors and copyright owners of film and television works for members.

- Gather, unite, organize connections, and coordinate activities among members for the common benefit of the Association; strictly implement the Association's charter, principles, and purposes in order to participate in developing fields related to the Association's activities, contributing to the building and development of the country.

- Mediate disputes, resolve feedback, recommendations, complaints, and denunciations within the Association according to the provisions of law.

- Disseminate and foster knowledge for members; provide necessary information for members to raise awareness about protecting the rights of authors and copyright owners for film and television works for members within the scope and field of operation of the Association and according to the provisions of law.

- Develop and promulgate ethical rules in the Association's activities.

- Promulgate regulations on collection activities, collection levels, distribution methods, and methods for distributing royalties, remunerations, and material benefits to ensure publicity, transparency, and compliance with the provisions of the law.

- Manage and use the Association's funding sources in accordance with the provisions of law.

- When changing the President, Vice President, General Secretary of the Association; changing headquarters; amending and supplementing the Association's Charter; organizing Congress; and establishing legal entities under the Association, they must comply with the provisions of law and report to competent state agencies.

- The establishment of a representative office of the Association in another locality must require permission from the People's Committee of the province or centrally run city where the representative office is located and report in writing to the competent state agency.

- Annually report on the organization and operation of the Association to competent state agencies according to regulations; manage and use the Association's seal according to the provisions of law.

- Comply with the guidance, inspection, and supervision of competent management agencies according to the provisions of the law.

- Prepare and maintain at the Association's headquarters a list of members, branches, representative offices, and affiliated units of the Association, books and documents on the assets and finances of the Association and representative offices; and minutes of meetings of the Association's Executive Committee.

- Perform other tasks when requested by competent authorities.
