According to Article 3 of the Regulations on organization and operation of the Scientific Council of the Supreme People's Procuracy issued with Decision 600/QD-VKSTC in 2019, the Scientific Council is established by the decision of the Director of the Supreme People's Procuracy and has the function of advising the Director of the Supreme People's Procuracy on issues of procuracy science, policies, strategies, programs, and plans and legal projects serving the implementation of functions and tasks of the People's Procuracy.
The duties and powers of the Scientific Council of the Supreme People's Procuracy are specified in Article 4 of the Regulations on organization and operation of the Scientific Council of the Supreme People's Procuracy Issued together with Decision 600/QD-VKSTC in 2019, including:
- Scientific consulting, assisting the Director of the Supreme People's Procuracy in:
+ Research and implement the guidelines and policies of the Party and State related to the organization of the state apparatus, judiciary, and law in the People's Procuracy sector;
+ Research and develop strategies for developing the People's Procuracy industry, perfecting the organization, and improving the quality and efficiency of performing the functions and tasks of the Industry; building strategies for scientific development, scientific human resources, training, and fostering officials, civil servants, and public employees of the Industry; Develop and implement orientations, programs, and plans to deploy long-term and annual scientific research, including scientific cooperation programs with foreign countries in the People's Procuracy industry.
- Participate in the evaluation of scientific works, teaching textbooks, schemes and projects of the industry, and preliminary and final reports of the scientific work of the Supreme People's Procuracy.
- Make recommendations to the Director of the Supreme People's Procuracy on issues related to the program of developing legal document projects and research programs on scientific topics at national, ministerial, and grassroots levels.

- Discuss, advise on revising and completing law projects drafted by the Supreme People's Procuracy; written comments of the Supreme People's Procuracy on drafts and projects of legal documents that the People's Procuracy participates in commenting on and developing.
- Suggest mechanisms and measures to encourage scientific research activities of units and Procuracy in the People's Procuracy sector, give opinions on proposals to reward scientific works, textbooks, projects, groups, and individuals with outstanding achievements in scientific research.
- Carry out other consulting activities at the request of the Director of the Supreme People's Procuracy.
- Civil servants and public employees of the People's Procuracy sector who have theoretical qualifications, professional expertise, and practical experience in supervision work and scientific research can be considered and decided to become members of the Scientific Council when the following criteria are met:
+ Have a strong political stance; have good moral character;
+ Have a doctoral degree for 3 years or more from the time the doctoral degree is granted;
+ Have participated in the Steering Committee of at least 02 ministerial-level scientific projects or 02 projects that have been accepted and rated as good or higher;
+ Have worked in the People's Procuracy industry for 5 years or more.
- In special cases, members do not fully meet the standards as prescribed above, the decision will be made by the Director of the Supreme People's Procuracy.
