1. Duties and powers of the Posts and Telecommunications Institute of Technology in Vietnam

The tasks and powers of the Posts and Telecommunications Institute of Technology are specified in Article 3 of the Regulations on organization and operation of the Posts and Telecommunications Academy of Technology issued together with Decision 879/QD-BTTTT in 2016, include:

- Develop and organize the implementation of long-term, medium-term and annual strategies and operational plans of the Academy.

- Organize training at graduate, university, college levels, short-term refresher training and other educational activities
According to the objectives, the educational program has been approved by competent authorities and licensed for training according to regulations; confirm or issue diplomas and certificates according to authority.

- Organize scientific, technological and applied research activities: consulting, transferring technology, products and services; combine training with scientific research and production practices; short-term refresher training; Developing and implementing scientific, production and business services according to State regulations.

- Develop training programs according to defined goals; ensure continuity between training programs and levels.

- Build and consolidate the organizational structure, recruiting, using and managing officials, civil servants, public employees and workers; Build the Academy's teaching staff according to State regulations.

- Learner management; ensure the legal rights and interests of lecturers, officials, employees, managers and learners; set aside funds to implement social policies for subjects entitled to social policies, subjects in ethnic minority areas, and areas with particularly difficult socio-economic conditions; ensure a pedagogical environment for educational activities.

- Mobilize, manage and use resources; Build and strengthen facilities, invest in equipment.

- Self-assess the quality of training and submit to educational quality accreditation by competent authorities.

- Cooperate with domestic and foreign economic, educational, cultural, physical education, sports, medical and scientific research organizations to improve the quality of education, combine training with use, serve the cause of socio-economic development, and supplement financial resources for the Academy.

- Implement the information and reporting regime and submit to inspection and examination by the Ministry of Education and Training, relevant ministries and branches and the Provincial People's Committee where the Academy is headquartered or organize training activities according to regulations.

- Entitled to protection of intellectual property rights; transfer the results of scientific and technological activities, announcing the results of scientific and technological activities; protect the interests of the State and society, and the legitimate rights and interests of individuals in the Academy's training, science and technology activities.

- Be allocated or leased land, assigned or leased facilities by the State; are entitled to tax exemption or reduction according to the provisions of law.

- Other duties and powers as prescribed by law.
