According to Article 1 of Decision 246/QD-QLCL in 2014, the Office of the Department of Agriculture, Forestry, and Fisheries Quality Management is an organization under the Department of Agriculture, Forestry, and Fisheries Quality Management that performs the function of advising and assisting the Director of the Department in managing organizational, personnel, administrative, management, and basic construction work throughout the system.

- Propose, develop, or participate in developing, guiding, and implementing legal documents, programs, planning, short-term and long-term plans; projects, schemes, and internal regulations in the fields in charge of the department as assigned by the Director.
- Staff organization, emulation, reward, and discipline:
+ Advise and submit to competent authorities the establishment, reorganization, and dissolution of affiliated units; Appraisal and promulgation of functions, tasks, powers, and organizational structures of units under the Department; focal point to propose the assignment and decentralization of state management tasks assigned by the Ministry to localities, units, and within the Department system;
+ Advise on the development of the Department's staffing plan; Manage and use assigned payroll. Preside and coordinate with units to develop, review, and submit to the Director of the Department of Human Resources;
+ Preside over guiding, urging, and inspecting throughout the system and organizing the implementation at the Department of legal regulations and Decentralization of the Ministry on: recruitment, management, and use of civil servants, public employees, and workers; regimes, policies, rewards, and discipline for civil servants, public employees, and employees;
+ Develop plans and organize the implementation of plans for training, retraining, and advanced training in political theory, state administrative management, information technology, and foreign languages for civil servants and public employees

+ Carry out internal political protection work; manage staff records; provide information for management and operations;
+ Coordinate with the Trade Union and Youth Union to organize regular and unexpected emulation movements to carry out the Department's political tasks.
- Administrative, management, and basic construction work:
+ Administrative work:
Preside over the development and submission to the Director of the Department to issue guiding documents for the entire system and organize the implementation at the Department of Professional Affairs for clerical work, storage, security, management, and use of seals according to regulations; supervise and check implementation.
Certified true copy of the original, copy of the original text, and copy at the Department's office; confirmation for organizations and individuals coming to work at the agency; Issue referrals for administrative matters.
Proposing to apply measures to strengthen discipline and administrative discipline; organize thrift practices, and combat waste in the Department's operations.
+ Administration work:
Propose to develop and submit plans, programs, and projects to apply information technology to serve the direction and administration of the Department's leaders; regulations on the use and exploitation of information infrastructure, websites, and application software; deploy and monitor implementation;
Organize the construction, operation, maintenance, and management of the Department's website, information infrastructure, database, and system/application software.
Organize the procurement, management, use, and repair of assets, facilities, and techniques; ensure facilities and working conditions for the Department's agencies.
Organize the reception, ceremony, and hygiene, and ensure landscape work in the Department; national defense, self-defense, protection, security, and order; fire and explosion prevention; labor safety; Coordinate with the Ministry and local agencies in security and order work, fire, and explosion prevention in the area.
+ Basic construction work:
Coordinate with Project Management Boards and Finance Departments to organize: set up investment projects; Verify and evaluate design documents, estimates, bidding documents, and bidding results; contract negotiation; Proposing to handle situations that arise during the process of investment preparation, investment implementation, and acceptance of the project into exploitation and use;
Guide, urge, supervise, and compile reports on the implementation of basic construction work of the Department system according to current regulations.
- Coordinate with the Inspection and Legal Department in internal inspection and audit work; resolve the complaint report.
- Carry out periodic and extraordinary professional reports according to current regulations of the Ministry and the Department.
- Manage civil servants, public employees and employees, records, assets and other assigned resources according to regulations.
- Perform other tasks as assigned by the Director.
