1. Duties and powers of the National Foundation for Science and Technology Development in Vietnam

The tasks and powers of the National Foundation for Science and Technology Development in Vietnam include:

- Receive capital sources from the State, organizations, and individuals; voluntary contributions from domestic and foreign organizations and individuals. Organize grants, loans, and loan guarantees; support activities to improve national science and technology capacity; and provide funding for science and technology tasks directly managed by the Ministry of Science and Technology.

- Announce priority orientations, content, requirements, and specific procedures for organizations and individuals to propose scientific and technological tasks and activities to improve national science and technology capacity that require funding, loans, loan guarantees, and support from the Fund.

- Organize the selection and appraisal of funding for science and technology tasks and activities to improve national science and technology capacity for the Fund to sponsor, lend, loan guarantee, and support.

- Check and evaluate the professional content and financial implementation of science and technology tasks and activities to improve national science and technology capacity funded, loaned, guaranteed, and supported by the Fund.

- Organize assessment and acceptance of the results of the implementation of science and technology tasks sponsored by the Fund.

Evaluate the results and effectiveness of science and technology tasks and activities to improve national science and technology capacity funded, loaned, guaranteed, and supported by the Fund.

- Suspend or submit to competent authorities to suspend sponsorship, loans, loan guarantees, support, and funding or recover funds that have been sponsored, loaned, supported, allocated, or refused to repay debt on behalf of organizations or individuals when detecting violations of regulations on the use of the Fund's capital and relevant legal regulations.

- Accept entrustment to organize the implementation of scientific and technological tasks by organizations and individuals.

- Resolve complaints, denunciations, and recommendations related to the Fund's activities according to the provisions of law.

- Manage and use assets according to the provisions of the law on the management and use of public assets.

- Manage the organization and staff of the Fund according to the provisions of law.

- Promulgate operating regulations and other regulations to serve the Fund's operations.

-Cooperate with domestic and foreign organizations, individuals, and international organizations on issues related to the Fund's activities.

2. Executive agency of the National Foundation for Science and Technology Development in Vietnam

The Fund's operating agency includes the Fund Director, Deputy Directors of the Fund, specialized and operational units, and representative offices.

- The Fund Director is the legal representative of the Fund, appointed and dismissed by the Minister of Science and Technology based on the request of the Fund Management Council. The Fund Director has the following duties and powers:

+ Organizing, operating, and managing the Fund's activities according to this charter and the decisions of the Fund Management Council;

+ Managing personnel, assets, and capital for the Fund;

+ Decision to appoint and dismiss heads and deputy heads of professional units and representative offices of the Fund;

+ Participating in meetings of the Fund Management Council to give opinions on the contents discussed by the Fund Management Council but not to vote.

- The Deputy Director of the Fund is proposed by the Director of the Fund and decided to appoint or dismiss by the Minister of Science and Technology. The Deputy Director of the Fund helps the Director of the Fund perform tasks as assigned.

- The specialized and professional units and representative offices of the Fund are the supporting departments of the Fund Director, decided by the Minister of Science and Technology on the basis of the unanimous request of the Fund Management Council and Fund Director.
