The tasks and powers of the National Data Archive Center for Digital Communications are specified in Article 2 of Decision 94/QD-BTTTT 2020, including:
- Develop and submit to the Director the Center's long-term, medium-term, and annual operating plans; organize implementation after approval.
- Build, operate, and manage IT applications in the electronic deposit system to serve the management of electronic newspapers according to regulations.
Act as a focal point to coordinate with electronic newspaper agencies to connect and retrieve electronic newspaper products through the electronic deposit system; preside and coordinate with relevant units to develop solutions to ensure technical quality and information security for the electronic deposit system.
- Organize and implement national press depository operations for electronic newspapers:
+ Receiving, classifying, safely preserving, and preserving the original content of electronic newspaper products through the electronic deposit system; using electronic newspaper products according to the provisions of law.
+ Statistics, synthesis, analysis, evaluation, inspection, classification, monitoring, and warning of information content in electronic newspapers and electronic deposit data; Measure and evaluate the implementation of principles and purposes of electronic newspaper agencies; and support inspection and examination to serve state management of the press as assigned by the Director.
- Monitor, comment, forecast, and warn about information content trends in electronic newspapers according to topics, events, and digital media developments in cyberspace.
- Provide content analysis services and electronic newspaper visitor data; evaluate and rank electronic newspapers.
- Carry out technical and professional measurements and tests for electronic newspapers according to the provisions of the law; organize and implement information technology applications to serve the state management activities of print and electronic newspapers.
- Analyze and evaluate the relationship and impact of information content on electronic newspapers.
- Organize the digitization of printed newspapers that have been deposited: safely preserve and preserve the original content of printed newspapers that have been digitized; organize content classification to serve state management of the press; Support checking the content of printed newspapers as assigned by the Director.
- Organize or coordinate training programs to improve skills and professional journalism and communications for reporters, editors, and leaders of governing agencies and press agencies.
