Which Ministry does the Department of Social Sciences, Humanities, and Natural Sciences belong to?

The Department of Social Sciences, Humanities, and Natural Sciences, a unit under the Ministry of Science and Technology, has the function of advising and assisting the Minister in implementing state management of scientific research activities, technological development, and innovation in the fields of: social sciences, humanities, natural sciences, and other fields assigned by the Minister.

Thus, the Department of Social Sciences, Humanities, and Natural Sciences is a unit under the Ministry of Science and Technology.

Duties and powers of the Department of Social Sciences, Humanities, and Natural Sciences in Vietnam

Specifically, Article 2 of the Regulations issued together with Decision 2727/QD-BKHCN in 2023 stipulates the tasks and powers of the Department of Social Sciences, Humanities, and Natural Sciences as follows:

(1) Within the scope of assigned management, develop and submit to the Minister:

- Draft legal documents; guidelines, policies, measures, and 5-year and annual plans on scientific research, technological development, and innovation activities;

- Objective oriented; development direction; management mechanism for scientific research, technology development, and innovation activities; list of national science and technology tasks.

(2) Organize guidance, implementation, and coordination to inspect the implementation of legal documents; guidelines, policies, measures, 5-year plans, and annual plans; Propose orientations for implementing national science and technology tasks within the scope of assigned management; detect and coordinate with relevant functional units to submit to the Minister to handle violations according to the provisions of the law.

(3) Regarding the management of scientific research, technological development, and innovation activities of ministries, branches, and localities within the assigned scope:

- Coordinate with the Department of Planning and Finance to guide the development of plans and check the allocation and use of science and technology funding by assigned ministries and branches; coordinate management of scientific research, technology development, and innovation activities in localities;

- Preside over monitoring and summarizing the situation and results of implementing science and technology tasks for ministries and branches;

- Annually or irregularly as required, synthesize and report to the Minister on the situation and results of scientific research, technological development, and innovation activities of ministries and branches.

(4) Regarding management of national science and technology tasks within the assigned scope:

- Take charge of guiding, receiving, processing, and synthesizing order proposals; Advise the Ministry's leaders in proposing to order urgent and newly arising national science and technology tasks that have a great impact on the country's socio-economic development, affecting national defense and national security; Coordinate with the Department of Planning and Finance to submit to the Ministry's leadership a list of scientific and technological tasks for organizations and individuals to implement;

- Lead or coordinate the selection and direct assignment of organizations and individuals to perform scientific and technological tasks; appraise, check, evaluate, adjust, accept implementation results, and handle assets formed by science and technology tasks;

- Advise and propose plans to organize the delivery of scientific and technological task results to ministries and branches according to order proposals; for organizations and individuals to exploit and use according to regulations;

- Urge organizations and individuals performing scientific and technological tasks to register and submit research results and report information on the application of the results of scientific and technological tasks according to regulations;

- Preside and coordinate with relevant units to organize the implementation of international cooperation on scientific research, technology development, and innovation within the framework of cooperation between the Government of Vietnam, the Ministry of Science and Technology, and foreign partners as assigned.

(5) Carry out scientific research activities to serve the management of assigned fields.

(6) Advise and give opinions on proposals for investment in capital construction, equipment, and resource development for ministries and branches under their management when assigned by the Ministry's Leaders.

(7) Coordinate with relevant units to build a database of experts and science and technology organizations within the scope of assigned management.

(8) Implement administrative reform, digital transformation tasks, and e-Government development within the scope of assigned functions and tasks according to the provisions of the law.

(9) Manage civil servants, assets, finances, records, and documents and perform statistical, reporting, clerical, and archival work of the Department according to the Ministry's decentralization and provisions of law.

(10) Perform other tasks assigned by the Minister.
