1. Position and functions of the Department of Primary Education in Vietnam

According to Article 13 of Decision 4668/QD-BGDDT in 2022, the Department of Primary Education is a unit under the Ministry of Education and Training, performing the function of advising and assisting the Minister in state management of primary education.

2. Duties and powers of the Department of Primary Education in Vietnam

The duties and powers of the Department of Primary Education are specified in Article 14 of Decision 4668/QD-BGDDT 2022, including:

- Regarding the general education program and textbooks for elementary school levels

+ Advise and assist the Minister in promulgating standards and procedures for compiling and editing general education programs at the primary level; regulations on objectives, subjects, scale, and time of experimenting with some contents of the general education program at the elementary level; regulations on the organization and operation of the National Council for appraisal of general education programs at the primary level; regulate standards and procedures for compiling and editing general education textbooks at the elementary level; regulations on the organization and operations of the National Council for primary school textbook appraisal; regulates the selection of textbooks in primary educational institutions; focal point to assist the Minister in state management of elementary school textbooks;

+ Organize the appraisal and development of general education programs at primary school level; advise and assist the Minister in promulgating the general education program at the primary school level; Organize appraisals and advise and help the Minister approve integrated primary education programs; Organize appraisal and advise and assist the Minister in approving primary school textbooks (not including textbooks for Ethnic Minority Language subjects); Organize consultation and advice to help the Minister approve local educational documents at the primary level;

+ Support, guide, inspect, and supervise localities in implementing the general education program at the elementary level and the integrated education program at the elementary level (content, methods, form of teaching organization, testing and evaluation, use of textbooks, teaching equipment, and learning materials); Inspect and supervise the implementation of foreign general education programs and compulsory educational content for Vietnamese students studying foreign general education programs in primary education establishments in the territory of Vietnam.

- On ensuring the quality of primary education

+ Guide and inspect the implementation of universal primary education and related regulations for primary education;

+ Focal point to advise and assist the Minister in educational work for people with disabilities;

+ Coordinate the development, guidance, inspection, and evaluation of implementing regulations on standards to ensure and accredit the quality of primary education;

+ Coordinate and guide the training of managers and elementary school teachers to improve professional capacity and career capacity;

+ Coordinate to develop a list of elementary school teaching equipment;

+ Coordinate and direct the organization of national and international education quality assessment activities for elementary school students.

- Regarding school organization and activities:

+ Guide and inspect the implementation of primary school charters; Organizational and operational regulations of the center to support the development of inclusive education; School organization and operation regulations for students with disabilities;

+ Guide and inspect the development and implementation of the school's educational plan for primary education establishments;

+ Advise, guide, and inspect the implementation of standards and regulations in other types of primary educational institutions.

- Focal point to assist the Minister in state management of the Vietnamese language.

- Preside over advising and assisting the Minister in submitting to the Prime Minister for approval the Planning of a system of specialized educational establishments for people with disabilities and a system of centers to support the development of inclusive education.
