Regarding this issue, LawNet would like to answer as follows:
Culture Newspaper is the mouthpiece of the Ministry of Culture, Sports and Tourism, performing the function of informing and propagating the Party's guidelines and policies, the State's policies and laws, and the Minister's direction on state management in the fields of culture, family, physical education, sports, and tourism.
Culture Newspaper is a public service unit (hereinafter referred to as the Newspaper) with legal status, its own seal, and an account according to the provisions of law; Head office in Hanoi city.
(Article 1 of Decision 759/QD-BVHTTDL 2023)
- Submit to the Minister the development strategy, long-term, medium-term, and annual operating plans of the Newspaper and implementation organization after approval.
- Organize editing, publishing, and distribution of Culture Newspaper and other publications according to the provisions of the press operation license, relevant legal documents and the direction of the Minister.
- Information and propaganda of the Party's policies and guidelines; State policies and laws and the Minister's direction on the management and development of culture, family, physical education, sports, and tourism.
- Information on political, economic, social, cultural, sports, tourism, and family activities at home and abroad; activities on international cooperation in the fields of culture, family, physical education, sports, and tourism.
- Reflect and contribute to shaping public opinion, disseminating knowledge in the fields of culture, family, physical education, sports, and tourism, and being a forum for the People in building an advanced Vietnamese culture and people rich in national identity, meeting the requirements of sustainable development of the country.
- Propagate and introduce new factors, such as good people and good deeds; fight against corruption, violations of laws on culture, family, physical education, sports, tourism and other negative phenomena in society.
- Implement cooperative relations and exchange information with domestic and foreign organizations and individuals according to the Ministry's plans and provisions of law.
- Implement administrative reform contents according to the Ministry's programs and plans.
- Organize media activities, events, services, and other cultural and social activities in accordance with assigned functions and tasks and according to the provisions of the law.
- Develop job positions and the structure of public employees according to professional titles and the number of employees and submit them to competent authorities for approval; manage organizational structure and personnel; and implement regimes and policies for officials and employees of the Newspaper according to the provisions of law and the decentralization of the Minister.
- Manage and use finance, assigned assets, and other legal funding sources according to the provisions of the law.
- Perform other tasks assigned by the Minister and according to the provisions of the law.

The Editor-in-Chief of Culture Newspaper is responsible for regulating the specific functions and tasks of the professional departments and affiliated organizations; arranging officials and workers according to the title structure and professional standards for professional departments and affiliated organizations; and developing and promulgating regulations on the organization and operation of Culture Newspaper.
