1. Location and functions of Regional Radio Frequency Center V in Vietnam

Regional Radio Frequency Center V is a unit under the Radio Frequency Department that performs the function of helping the Director of the Department carry out specialized state management tasks on radio frequencies in 6 provinces and cities: Hai Duong, Hai Phong, Hung Yen, Nam Dinh, Quang Ninh, and Thai Binh.

Region V Radio Frequency Center has legal status, has its own seal and account for transactions in accordance with the law, and is headquartered in Hai Phong city.

2. Duties and powers of Regional Radio Frequency Center V in Vietnam

The duties and powers of the Regional Radio Frequency Center V in Vietnam are specified in Article 2 of Decision 772/QD-BTTTT of 2018, including:

- Propagate, disseminate, and guide organizations and individuals to use radio frequencies and equipment in the Center's management area in compliance with laws on radio frequencies, satellite orbits, and radio radiation safety.

- Provide professional guidance and coordinate with the Departments of Information and Communications and relevant state management agencies in the Center's management area to carry out radio frequency management.

- Receive and guide the completion of procedures and applications for a license to use radio frequencies; carry out the tasks of assigning frequencies, issuing licenses, and assigning licenses to use radio frequencies according to the provisions of law.

- Control within the Center's management area the radio broadcasting of domestic stations and foreign stations broadcasting to Vietnam in the radio information services according to the provisions of Vietnamese law and international treaties that Vietnam has signed or acceded to.

- Measure technical parameters of broadcasting stations in the radio service and other radio sources to serve the management of frequencies, satellite orbits, and radio radiation safety.

- Check operations and relevant licenses and certificates for radio broadcasting devices placed on aircraft, ships, and other foreign means of transport entering and stopping at airports, seaports, and yards in the Center's management area.

- Participate in radio broadcast control programs, satellite orbits, and professional technical activities of the International Telecommunications Union (ITU) and other relevant international organizations as assigned by the Director of the Radio Frequency Department.

- Carry out inspections and tests, handle administrative violations, and resolve complaints and denunciations in the field of radio frequencies, satellite orbits, and radio radiation safety according to the provisions of the law.

- Identify sources of interference and handle harmful interference according to legal regulations; Temporarily suspend the operation of radio transmitters of organizations and individuals that violate regulations on the use of radio frequencies and cause harmful interference as assigned by the Director of the Radio Frequency Department; Prepare documents for the Radio Frequency Department to complain about harmful interference caused by foreign countries to Vietnam's radio services operating in the Center's management area according to international regulations.

- Coordinate with units of the Ministry of Public Security and the Ministry of National Defense to determine and handle interference and violations of radio frequency use related to national defense and security as assigned by the Director of the Radio Frequency Department.

- Participate in researching, developing, amending, and supplementing regulatory documents on radio frequency management.

- Collect radio frequency fees, charges, and other revenues as assigned by the Director of the Radio Frequency Department.

- Manage the organizational structure, civil servants and employees, finances, assets, records, and documents according to the provisions of the law and the assignment and decentralization of the Radio Frequency Department.

- Perform other tasks and powers assigned by the Director of the Radio Frequency Department.
