Regarding this issue, LawNet would like to answer as follows:

1. Position and functions of Natural Resources and Environment Magazine in Vietnam

- Natural Resources and Environment Magazine is a public service unit under the Ministry of Natural Resources and Environment, operating under the Press Law, Publishing Law and other legal regulations; has the function of providing scientific, theoretical and professional research information; propagate the Party's guidelines and policies, the State's policies and laws; activities of management, exploitation, use and protection of natural resources and the environment in fields within the scope of the Ministry, including: land; Water Resources; mineral and geological resources; environment; hydrometeorology; Climate Change; surveying and mapping; integrated management of natural resources and environmental protection of seas and islands; Remote sensing serves the management of the Ministry of Natural Resources and Environment.

- Natural Resources and Environment Magazine is assigned autonomy and has a seal and account according to the provisions of the law. The head office is located in Hanoi.

2. Duties and powers of Natural Resources and Environment Magazine in Vietnam

- Develop and submit to the Minister of Natural Resources and Environment the Magazine's long-term, 5-year, and annual operating plans and programs; organize implementation after approval.

- Propagate and disseminate the Party's guidelines and policies and the State's laws; reflect and direct public opinion on the management, use, protection of natural resources and the environment, and response to climate change in accordance with the law and assigned tasks of the Minister of Natural Resources and Environment.

- Information on activities in the natural resources and environment sector; Organize events and forums to exchange science, theoretical and professional information, and research to summarize practices in the management, use, and protection of natural resources and the environment in response to climate change.

- Introduce and disseminate scientific research results and experience in the management, use, and protection of natural resources and the environment at home and abroad.

- Discover and set an example of advanced examples, good people, good deeds, and new factors in building and implementing policies and laws on natural resources and the environment; fight against law violations and negative phenomena in the cause of environmental protection and sustainable development.

- Organize the editing, publishing, and distribution of Natural Resources and Environment Magazine and other publications in accordance with the functions, tasks and operating license of the Magazine.

- Carry out service activities and international cooperation in accordance with the functions, tasks, and powers of Natural Resources and Environment Magazine according to the provisions of law.

- Build and develop a network of Natural Resources and Environment Magazine collaborators; organize scientific research; train and foster a team of reporters, editors, and collaborators with professional qualifications to meet assigned political requirements and tasks.

- Implement administrative reform according to the Ministry's administrative reform program and plan and the Minister's assignment.

- Manage organizational structure, job positions, officers, structure of officers according to professional title, number of employees, finances, and assigned assets according to the provisions of law and assignment of the Minister.

- Statistics and periodic and extraordinary reports on task performance.

- Perform other tasks assigned by the Minister.
