2. Duties and powers of Information and Communications Publishing House in Vietnam

The duties and powers of the Information and Communications Publishing House include:

- Develop and submit to the Minister of Information and Communications for approval the development strategy, long-term, medium-term, and annual operating plans of the Publishing House, and organize implementation after approval.

- Develop and organize the implementation of annual publishing plans; manuscript organization; compilation organization; appraisal, editing, design, and publishing; and organize the printing and distribution of publications (including print publications and electronic publications) according to the provisions of law.

- Publish major publications as follows:

+ Books, political documents, and laws on information and communication; books and documents serving the Party and State's foreign information and propaganda tasks; serving political tasks; and economic, cultural, and social development of the country;

+ Books and documents on science - technology and economics; processes, regulations, standards, and economic and technical norms in production and construction; Management and operation policies for network and business operations; Introducing scientific works and new solutions in information and communication;

+ Cultural, social, literary, and artistic books; Traditional industry history books;

+ Dictionary serving the field of information and communication;

+ Books and reference materials for students at all levels of high school information and communication;

+ Textbooks and professional books; telephone directories, telephone directories, and yellow pages; reference documents for training systems in the information and communications industry;

+ Other publications consistent with principles, purposes, functions, and tasks; Publisher's target audience.

- Implement publications under programs, projects, and schemes of the Ministry of Information and Communications; documents serving training and education in the field of information and communication.

- Coordinate with relevant units in investigating and surveying data and information about publication needs; advise and propose mechanisms and policies on publishing in key regions across the country.

- Providing technical services and technology infrastructure for publishing and distributing print and electronic publications.

- Research and apply science and technology to publishing activities.

- Cooperate, cooperate, and associate with domestic and foreign organizations and individuals in publishing, printing, and distribution activities according to the provisions of law;

- Manage organizational structure, payroll, and implement policies and regimes for officials, employees, and other employees under the management of the Publishing House.
