Digital agricultural economic objectives of the Ministry of Agriculture and Rural Development in Vietnam

The purpose of the Digital Transformation Plan is to:

- Promoting substantive, effective, and economical digital transformation, associated with calling for support, advice, and companionship from businesses and professional information technology associations, creates a strong change from awareness to action on digital transformation for agencies and units under the Ministry of Agriculture and Rural Development and organizations and individuals participating in agricultural value chains from central to local levels.

- Digital transformation in the field of agriculture and rural development contributes to building professional working culture values and creativity that are based on the spirit of cooperation, sharing, respect, and community of responsibility within a unit and between units.

- Effectively implement ingthe key tasks of the National Committee on Digital Transformation assigned to the Ministry of Agriculture and Rural Development in 2023.

Objective: 2023 is the year of National Digital Data, focusing on implementing a number of important specific indicators as follows:

1. Digital data

- Completing and promulgating a list of databases within the scope of management and a specific plan and roadmap to build and deploy the databases on the list.

- 30% of units under the Ministry deploy specialized data analysis and processing platforms.

- 80% of specialized units deploy the organization's electronic data warehouse function to serve storage and management.

2. Digital Government

- 70% of online public services are fully and partially deployed on the National Public Service Portal as prescribed in Decree 42/2022/ND-CP dated June 24, 2022, of the Government on the provision of online public information and services by state agencies in the network environment.

- Improving the quality and efficiency of online public service provision to ensure transparency and the satisfaction of businesses and people.

- Making online payments on the National Public Service Portal for some public services in accordance with regulations.

- 100% of the reporting regime and periodic reporting targets under the Ministry's management (excluding confidential content) are digitally signed and sent via the Ministry's reporting information system, shared with the National Reporting Information System.

- Over 50% of officials, civil servants, and management officials have been trained, fostered, and popularized in basic digital skills.

- Improving digital transformation ranking according to the Ministry-level Digital Transformation Index (DTI) in 2023.

3. Digital agricultural economics

- Developing the digital economy in agriculture to promote businesses and people participating in agricultural activities to increase the application of digital technology in production processes and the provision of agricultural services; managing and monitoring origins; forming a digital agricultural ecosystem to encourage people and businesses to participate in digital transformation; applying digital technology in production processes and providing agricultural services.

- Providing open data that can be accessed and used easily; Complete the digital data warehouse to meet connection requirements; share information and data resources within the Ministry.

4. Digital society

Encouraging applications of digital technologies such as sensors, IoT, artificial intelligence, and data mining to monitor land parameters, weather, etc. to increase productivity and improve the quality of agricultural products.

5. Network safety and security

Ensuring network information security according to a 4-layer model: 100% of the Ministry's servers and workstations have anti-malware solutions deployed; 100% of the Ministry's important information systems have had their information security level proposal documents approved.
