Regarding this issue, LawNet would like to answer as follows:

1. Diet for prisoners in criminal judgment execution in Vietnam

Diet for prisoners in Vietnam according to Article 7 of Decree 133/2020/ND-CP is as follows:

- Inmates are guaranteed by the State, monthly quantitative standards include:

+ 17 kg of plain rice;

+ 15 kg of green vegetables;

+ 01 kg of pork;

+ 01 kg of fish;

+ 0.5 kg of sugar;

+ 0.75 liters of fish sauce;

+ 0.2 liters of cooking oil;

+ 0.1 kg of MSG;

+ 0.5 kg of salt;

+ Other spices: equivalent to 0.5 kg of plain rice;

+ Fuel: equivalent to 17 kg of firewood or 15 kg of coal.

Food, foodstuffs and fuels are of good quality and have average prices according to local market prices.

Inmates' diets on holidays and New Year's Eve shall comply with the law and Clause 1, Article 48 of the Law on Criminal Judgment Execution 2019.

Inmates who work in the list of heavy, hazardous and dangerous occupations according to the provisions of law, the amount of food they can eat will be increased, but the total amount of food shall not exceed 02 times the standard of daily meals.

Based on the inmate's health assurance requirements during incarceration, working or studying at the place of sentence execution, the head of the inmate detention facility may decide to swap the quantity of food to suit the actual situation. so that the inmate can eat up the standard.

- In addition to the food standards specified in Clause 1, Article 7 of Decree 133/2020/ND-CP, inmates may use their own gifts and money to eat more, but not more than 3 times a month for each inmate. and must go through the custody system and the canteen serving inmates of the detention facility.

- Inmates are guaranteed to eat and drink hygienically and safely.

- Each sub-camp of the inmate detention facility shall organize at least one collective kitchen. The norm of supporting tools of a collective kitchen for 100 inmates includes: 01 pantry with mesh or covered glass, 03 large pans, 01 small pan, 01 large pot used for 03 years; knives, cutting boards, sinks, baskets, racks, bowls, chopsticks used for 01 year and other necessary tools and equipment to serve the cooking and distribution of food rations for prisoners.

Support tools for 01 meal tray of 06 prisoners, including 01 table cage, 01 rice cooker, 01 soup pot used for 02 years; 02 food plates, 01 bowl of sauce, 01 rice ladle, 01 soup ladle used for 01 year.

Support equipment used for 01 inmate to eat separately according to the rate includes 01 pair of cages with 04 compartments or a tray with 05 plastic compartments for food and 01 plastic rice spoon for 02 years.

- Inmates are allowed to use electricity and domestic water according to prescribed norms.

2. The regine of wearing and personal belongings of prisoners in criminal judgment execution in Vietnam

The regine of wearing and personal belongings of prisoners in criminal judgment execution according to Article 8 of Decree 133/2020/ND-CP is as follows:

- Inmates are granted:

+ 02 sets of long clothes made of regular fabric according to the uniform pattern/year;

+ 02 sets of underwear/year;

+ 02 face towels/year;

+ 02 individual screenings/year;

+ 02 pairs of sandals/year;

+ 01 hat (for male prisoners) or 01 hat (for female prisoners)/year;

+ 01 nylon raincoat/year;

+ 04 toothbrushes/year;

+ 600 g of toothpaste/year;

+ 3.6 kg of soap/year;

+ 800 ml shampoo/year;

+ 01 curtain/03 years;

+ 01 blanket every 04 years (from Thua Thien Hue province back to the North and 05 provinces of the Central Highlands will provide cotton blankets with a cover weighing no more than 02 kg, the remaining provinces will provide yarn blankets);

+ 01 warm coat/03 years (issued from Thua Thien Hue province to the North and 05 Central Highlands provinces, the remaining provinces and cities are not provided);

Female prisoners are provided with necessary items for personal hygiene, equivalent to 02 kg of plain rice/person/month.

- Inmates participating in labor and vocational training are given 02 sets of workwear and other necessary protective equipment each year.

Patterns and colors of inmates' clothes and protective equipment shall be prescribed by the Minister of Public Security and the Minister of National Defense.
