Diet and clothing of reformatory school students according to Article 28 of Decree 133/2020/ND-CP are as follows:
- Students are guaranteed by the State, quantitative standards each month include:
+ 17 kg of plain rice;
+ 1.2 kg of pork;
+ 1.2 kg of fish;
+ 0.5 kg of sugar;
+ 0.75 liters of fish sauce;
+ 0.1 kg of MSG;
+ 0.5 kg of salt;
+ 15 kg of green vegetables;
+ 0.2 liters of cooking oil;
+ Other spices equivalent to 0.5 kg of plain rice;
+ Fuel equivalent to 17 kg of firewood or 15 kg of coal.
Food, foodstuffs, and fuels are of good quality and have average prices according to local market prices.
Students' diets during holidays and New Year's Eve shall comply with the provisions of law and Clause 1, Article 149 of the Law on Criminal Judgment Execution 2019.
The principal of the reformatory may change the above-mentioned amount of meals to suit reality and ensure that students eat food of a high standard. The principal of the reformatory school shall decide on the diet for sick students on the basis of the proposal of the medical staff, but the total amount of food must not exceed 02 times the standard of normal eating.
- The mode of wearing and living items of each student in a year is granted as follows:
+ 02 sets of long clothes;
+ 01 set of long uniform;
+ 02 sets of underwear;
+ 02 pairs of plastic slippers;
+ 01 nylon raincoat;
+ 01 hard hat;
+ 01 cloth hat;
+ 03 face towels;
+ 03 toothbrushes;
+ 02 personal mats;
+ 800 g of toothpaste;
+ 3.6 kg of soap;
+ 800 ml shampoo.
Students entering reformatories are provided with 01 mosquito net and 01 yarn blanket. From Thua Thien Hue to the North and 05 Central Highlands provinces, each student is provided with an extra-warm coat, two pairs of socks and a beanie, and a duvet with a cover weighing no more than 02 kg for 2 years. For students who have to comply for 12 months or more, they will be granted 02 times (except for cotton blankets).
Students are allowed to bring essential personal items into the reformatory for use in accordance with regulations of the Ministry of Public Security. Female students are provided with necessary items for personal hygiene, equivalent to 03 kg of plain rice/student/month.
- This regulation is generally applied to students in reformatory.
The medical care regime for reformatory school students according to Article 29 of Decree 133/2020/ND-CP is as follows:
- When students come to the reformatory, the health care provider of the reformatory will organize a health check and make a health monitoring sheet. During the time the student is serving the educational judicial measure at the reformatory, the reformatory shall, based on the specific situation of the unit, organize a general medical examination for the student periodically, at least once every 6 months, specifically: measuring height, weight, average chest circumference, checking parameters of heart rate, blood pressure, and body temperature, and conducting a comprehensive clinical examination according to specialties.
Periodic medical examination costs for students are paid according to the price bracket prescribed by the Ministry of Health. The reformatory regularly takes measures to prevent and control epidemics and implements measures for drug addiction treatment, infection prevention and treatment, and treatment of HIV/AIDS and other infectious diseases for students.
The medical examination for students is based on the conditions and time of serving the decision to send them to reformatories, the specific situation of each reformatory, and keeping the results in the file to manage and monitor the health of students. The cost of common medical treatment for students is equivalent to 04 kg of plain rice/student/month.
- In case a student is seriously ill beyond the treatment capacity of the school infirmary, he/she shall be transferred to a district- or provincial-level medical facility where the reformatory is located for treatment.
Within 07 days from the date of sending the student to the upper level for treatment, the principal of the reformatory must report to the Director of the Police Department in charge of the prison, compulsory education institution, and reformatory, notify the student's parents or guardians, and coordinate with the school for care and treatment. Diets, drug distribution, and foster care for students shall be designated by medical examination and treatment establishments.
- During the period of treatment at specialized medical establishments, if the student's time limit for serving the measure of education at the reformatory has expired, the principal of the reformatory must issue a certificate of completion of the execution of the educational judicial measure at the reformatory.
- State medical examination and treatment establishments shall have to coordinate with reformatory schools in their respective localities in organizing medical examination and treatment for students; to build or arrange separate areas and rooms for medical examination and treatment for students; and on-duty rooms for managers in accordance with the conditions of medical examination and treatment establishments.
- Expenses for medical examinations in Clauses 1, 2, and 4 of Article 29 of Decree 133/2020/ND-CP are allocated by the state budget. Except where relatives or legal representatives of students voluntarily pay for medical treatment.
