According to Article 2 of Decree 72/2017/ND-CP, the subjects of application of operating expenses of the Management Board of Vietnam Social Security in Vietnam include:
- Members of the Management Council of Vietnam Social Insurance.
- Vietnam Social Insurance.
- Other relevant agencies, organizations, and individuals.
Specifically, in Article 3 of Decree 72/2017/ND-CP, the contents of expenses for activities of the Management Board of Vietnam Social Security in Vietnam are as follows:
- Payment of the monthly fostering regime for members of the Management Council of Vietnam Social Insurance as follows:
+ Chairman, Vice Chairman of the Council: 3,900,000 VND;
+ Member of the Council: 3,250,000 VND.
- Expenses for organizing meetings and conferences of the Management Board of Vietnam Social Security in Vietnam: The content and level of expenditure shall comply with the provisions of law on the mode of expenditure for organizing conferences for state agencies and public non-business units.
- Expenses for working-trip allowances for members of the Management Council of Vietnam Social Insurance when monitoring and inspecting the implementation of the plan for revenue and expenditure, management and use of social insurance funds, unemployment insurance, health insurance as assigned by the Management Council of Vietnam Social Insurance:
The content and level of expenditure shall comply with the provisions of law on the regime of per diem for state agencies and public non-business units.
Tasks and powers of the Management Board of Vietnam Social Security include:
- To approve social insurance development strategies, long-term, five- year and annual plans on the implementation of social insurance, health insurance and unemployment insurance benefits, and schemes on preservation and development of social insurance, health insurance and unemployment insurance funds.
To supervise and examine social insurance agencies in the implementation of such strategies, plans and schemes after they are approved.
- To propose to competent state agencies the formulation, revision and supplementation of policies and laws on social insurance, health insurance and unemployment insurance, social insurance development strategies, strengthening of the organizational apparatus of social insurance agencies, and mechanisms for management and use of social insurance, health insurance and unemployment insurance funds.
- To decide on, and take responsibility before the Government for, forms and structures of investment of social insurance, health insurance and unemployment insurance funds at the proposal of social insurance agencies.
- To approve annual reports on the implementation of social insurance, health insurance and unemployment insurance benefits and the management and use of social insurance, health insurance and unemployment insurance funds before Vietnam Social Security submits them to competent agencies.
- To approve annual cost estimates on collection and payment of social insurance, health insurance and unemployment insurance funds and levels of social insurance, health insurance and unemployment insurance management expenses before Vietnam Social Security submits them to competent agencies.
- To annually report to the Prime Minister on the performance of the tasks and exercise of the powers and operation results under regulations.
- To perform other tasks and exercise other powers assigned by the Prime Minister.
