On September 15, 2023, the Central Propaganda Department issued Instruction 116-HD/BTGTW on a number of articles in Regulation 101-QD/TW on responsibilities, powers, appointment, dismissal, reward, and discipline of leaders of press agencies.
According to Clause 3, Section II, Instruction 116-HD/BTGTW, the process and procedures for appointing press agency leaders are guided by the Central Propaganda Department as follows:
(1) Steps to carry out the process of appointing leaders of press agencies that are not managed by the Politburo or the Secretariat are as follows:
- The press management agency shall make a document (attached to the dossier) to send to the Central Propaganda Department, Ministry of Information and Communications.
- Based on the appraisal of the dossier, the Central Propaganda Department has issued a written request to the Ministry of Information and Communications for its opinion.
- Ministry of Information and Communications:
+ In case of agreement with the opinion of the Central Propaganda Committee: The Ministry of Information and Communications shall send a written response to the Central Propaganda Committee and, at the same time, respond to the press agency according to regulations.
+ In case of other opinions: The Ministry of Information and Communications shall have a written exchange of opinions with the Central Propaganda Department.
(i) In case of agreement with the opinions exchanged by the Ministry of Information and Communications, the Central Propaganda Department will send a written response to the managing agency.
(ii) In case of disagreement with the opinions of the Ministry of Information and Communications, the Central Propaganda Department will organize a meeting with the Ministry of Information and Communications to exchange and discuss content with different opinions.
Based on consensus opinions at the meeting, the Central Propaganda Department and the Ministry of Information and Communications issued a written response to the managing agency.
- The Central Propaganda Department has a written response to the press agency.
- The press agency shall only make the decision to appoint the press agency leader after obtaining written agreement from the Central Propaganda Department and the Ministry of Information and Communications, and send the Appointment Decision to the Central Propaganda Department, Ministry of Information and Communications, for updating and monitoring management.
(2) Leading officials of press agencies are currently holding positions according to regulations; when requesting to re-issue a press license or grant an additional type of press, the managing agency will only make reports and announcements in official dispatches and application documents and will not have to re-implement the appointment process.
(3) The directing agency and press management agency at the Central level will only consider and evaluate the dossier and respond when the managing agency sends all the dossier documents according to regulations.
Specifically, Clause 4, Section II, Instruction 116-HD/BTGTW stipulates the term for holding the leadership position of a press agency as follows:
- The head of a press agency cannot hold a position for more than 02 consecutive terms (10 consecutive years) at 01 press agency. The next term can only be implemented at least 05 years after the end of the second term.
- The time limit for performing tasks from the head of a press agency to the deputy head of a press agency is no more than 18 months. The leader of the governing agency (not the head of the governing agency) is assigned to be in charge of the press agency for no more than 12 months.
The governing agency shall indicate the document assigning tasks to the head of the press agency after obtaining written consent from the Central Propaganda Department and the Ministry of Information and Communications.
