Management decentralization of Militia and Self-Defense units according to Article 3 of Decree 72/2020/ND-CP is as follows:
- Hanoi Capital Command, Ho Chi Minh City Command, and Provincial Military Command manage:
+ The military command of an agency or organization belonging to an enterprise has a self-defense battalion; military command boards of agencies and organizations under departments, branches, and equivalents at the provincial level; management boards of industrial parks, export processing zones, high-tech parks, and economic zones in the area;
+ Standing militia squadron;
+ Company of anti-aircraft artillery and artillery of the Militia and Self-Defense Force; Self-defense battalions and self-defense squadrons during training and operations.
- District-level military command manages:
+ Military commands of agencies and organizations that do not fall into the cases specified in Point a, Clause 1, Article 3 of Decree 72/2020/ND-CP;
+ Company of anti-aircraft artillery and artillery of the Militia and Self-Defense Force; Self-defense battalions and self-defense squadrons except for training and operation time;
+ Standing militia units of the district level; Militia and self-defense units organized by the district level during training and operations.
- Commune-level military commands, military commands of agencies and organizations, and commanders of self-defense units where there is no military command of management agencies or organizations:
+ Militia and self-defense units organized by their level;
+ Militia and self-defense units are organized by superiors except for training and operation time.
- The Navy manages:
+ Self-defense units in state-owned enterprises have vehicles and boats operating at sea;
+ Self-defense unit in an enterprise under the Navy.
- The head of a military enterprise manages self-defense units under his authority.
The allowance regime for the position of Militia and Self-Defense Force commander in Vietnam according to Article 7 of Decree 72/2020/ND-CP is as follows:
- Militia and self-defense commander position allowances are paid monthly, with the following benefits:
+ Commander, Political Commissar of the commune-level military command; Commander, Political Commissar, Military Command of agencies and organizations: 357,600 VND;
+ Deputy Commander, Deputy Political Commissar of the Commune-level Military Command; Deputy Commander, Deputy Political Commissar of the Military Command of agencies and organizations; Battalion Commander, Battalion Political Commissar; Squadron Leader, Naval Political Commissar; Squadron Leader, Political Commissar of the standing militia squadron; Company Commander, Commissar of Mobile Militia and Self-Defense Company: 327,800 VND;
+ Deputy Battalion Commander, Deputy Battalion Political Commissar; Deputy Squadron Commander, Deputy Political Commissar of the Squadron; Deputy Squadron Commander, Deputy Political Commissar of the standing militia squadron; Deputy Company Commander, Deputy Commissar of Mobile Militia and Self-Defense Company: 312,900 VND;
+ Company commander, company political officer; Squadron Leader, Squadron Political Commissar; Mobile militia platoon leader, standing militia platoon leader: 298,000 VND;
+ Village captain: 178,800 VND and receive an additional 29,800 VND when concurrently holding the position of squad leader, or 35,760 VND when concurrently holding the position of on-site militia platoon leader. In the event that the village only organizes an on-site militia group, it will receive an additional 29,800 VND;
+ Deputy Company Commander, Deputy Company Commissar; Deputy Squadron Leader, Deputy Squadron Political Commissar: 223,500 VND;
+ Platoon leader; Standing militia squad leader: 178,800 VND;
+ Platoon leader, Captain, Battery leader: 149,000 VND.
- The period of entitlement to position allowances is calculated from the date of appointment and implementation decision until the date of decision to resign from that position; If you hold a position for 15 days or more in a month, you will receive an allowance for the entire month. If you hold a position for less than 15 days in a month, you will receive 50% of that month's position allowance.
