1. Deadline to register to serve in the reserve ranks upon completing police service in Vietnam
According to Article 10 of Decree 70/2019/ND-CP, regulations on demobilization upon completion of police service are as follows:
- Non-commissioned officers and soldiers who have completed their active duty term as prescribed in Clause 3, Article 4 of Decree 70/2019/ND-CP will be discharged.
- Non-commissioned officers and soldiers on duty can be discharged from military service ahead of schedule when it is concluded by the Provincial Medical Examination Council or the Medical Council of the Ministry of Public Security that they are not healthy enough to continue serving on active duty or in the cases specified in Points b and c, Clause 1; Points a, b, and c, Clause 2, Article 41 of the Law on Military Service 2015.
- The Director of the Department and, in an equivalent position, the Director of the Provincial Police shall decide to demobilize each non-commissioned officer and soldier under his authority; organize a farewell ceremony for non-commissioned officers and soldiers who have completed their active duty service; and hand over the troops to the district-level People's Committee that assigned the troops.
- The demobilization deadline must be notified 30 days in advance to non-commissioned officers, soldiers, and the district-level People's Committee of the place of deployment or the agency or organization where they work or study before enlisting.
- District and commune-level People's Committees and agencies and organizations must organize the reception of demobilized non-commissioned officers and soldiers.
- Non-commissioned officers and soldiers who fulfill their obligations to join the People's Police and return to their place of residence, work, or study within 15 working days must go to the military service registration agency to register to serve in the reserve ranks.
Thus, non-commissioned officers and soldiers who complete their obligation to join the People's Police at their place of residence or place of work or study within 15 working days must go to the military service registration agency to register to serve in the reserve ranks.
According to Article 7 of Decree 70/2019/ND-CP, the selection and calling of citizens to fulfill their obligations to join the People's Police are carried out according to the following steps:
- Commune-level police, based on the number of citizens calling to perform their duty to join the assigned People's Police in the commune, shall:
+ Advise the People's Committee at the same level to organize announcements and propaganda on mass media and publicly post at the Police Headquarters and Commune-level People's Committees on subjects, criteria, conditions, and time for receiving application dossiers. The time limit for receiving recruitment applications is at least 30 days from the date of notification;
+ Receive applications from citizens registering for recruitment and organize pre-qualification (height, weight, body shape); Report the results (attached with dossiers) of cases that meet the pre-qualification requirements to the district police;
- District-level police select and call citizens to perform their duties to join the People's Police, as follows:
+ The District Police Chief issues a medical examination order for citizens according to the provisions of Clause 2, Article 40 of the Law on Military Service 2015. The medical examination order must be given to the citizen fifteen days before the medical examination;
+ Organizing background checks and determining political standards for cases that meet health standards according to the conclusions of the District Health Examination Council;
+ Reporting to the Military Service Council and submitting it to the Chairman of the District People's Committee to decide on the list of citizens selected to perform their duty to join the People's Police;
+ Based on the list of citizens selected to perform the duty to join the People's Police approved by the Chairman of the District People's Committee, the District Police Chief orders each citizen to fulfill their obligation to join the People's Police.
