Current regulations on specific standards for the Chairperson of the Central Inspection Commission in Vietnam

According to Regulation 214-QD/TW in 2020 regarding the framework of criteria for titles and the criteria for evaluating officials under Central Committee, Politburo, Secretariat management in Vietnam. The specific criteria for the Chairperson of the Central Inspection Commission are defined as follows:

Ensure full compliance with the general standards of a member of the Politburo, the Secretariat, or the Central Committee, while possessing qualities and competencies: having a high level of political theory, a deep and broad understanding, and extensive experience in Communist Party building work.

Have comprehensive knowledge in politics, economy, culture, society, defense, security, foreign affairs, etc.

Have the ability to participate in developing the country's strategic development; specifically implement and effectively direct the organization to carry out the Party's line, policies, and guidelines in the field assigned to oversee; harmoniously and effectively coordinate the working relationship among Communist Party committees, state agencies, the Fatherland Front, and political-social organizations; between Central and local levels.

Have served in the Central Committee for a full term or more, and particularly have fulfilled duties well in positions such as Provincial Party Secretary, City Party Secretary, or head of ministries and central authorities, central mass organizations, Deputy Head of Central Communist Party committees, or equivalent deputy ministerial positions.

General Criteria for Titles under Central Committee, Politburo, and Secretariat Management in Vietnam

(1) On Politics and Ideology:

Absolutely loyal to the interests of the Communist Party, the nation-country, and the people; steadfast in Marxism-Leninism, Ho Chi Minh Thought, the goal of national independence and socialism, and the Party's renovation line.

Possess a steadfast political stance and viewpoint; resolute in defending the Party's ideological foundation, Platform, guidelines, the Party, the Constitution, and State laws; oppose and counter erroneous and hostile viewpoints.

Be deeply patriotic; always prioritize the interests of the Party, nation-country, and people above those of sectors, localities, agencies, and personal interest; ready to sacrifice for the Party's revolutionary cause, for the country's independence and freedom, and for the people's happiness.

Absolutely comply with organizational assignments, and have peace of mind working. Strictly adhere to communication discipline according to the Party's principles and regulations.

(2) On Ethics and Lifestyle:

Exemplary in ethical qualities; live honestly, humbly, sincerely, transparently, simply, and tolerantly; diligent, thrifty, honesty, justice, impartiality.

Have no power ambition, be passionate and highly responsible for work; be a center of solidarity, and exemplary in all aspects.

Not corrupt, wasteful, opportunistic, or self-interested; determinedly fight to prevent and push back degradation in political ideology, ethics, lifestyle, manifestations of "self-evolution", "self-transformation" in the internal system, bureaucratism, corruption, negativity, wastefulness, authoritarianism, and group interests; absolutely not profiteering and do not allow relatives or acquaintances to exploit one's position and power for personal gain.

Strictly implement the principles and disciplines of the Communist Party, especially the principle of democratic centralism, self-criticism, and criticism; fully implement one's authority and responsibility and strictly enforce principles, regulations, processes in cadre work; resolutely oppose manifestations and actions contrary to the Party's and State's regulations in cadre work.

(3) On Qualifications: University graduate or higher; political theory bachelor or advanced; state management at senior specialist or equivalent; appropriate foreign language and IT proficiency.

(4) On Capability and Prestige:

Have objective, comprehensive, dialectical, historical-specific viewpoints, have innovative thinking, and strategic vision; scientific working methodology; political sensitivity; have the ability to concretize and lead, direct, and effectively implement the Party's line, guidelines, policies, and State laws; have the ability to summarize practicalities, examine theories, analyze and forecast effectively.

Well understand the general situation and have comprehensive knowledge of the field, region, locality, agency, and unit assigned to manage and oversee.

Quickly grasp opportunities; identify contradictions, challenges, new and difficult issues, limitations, and weaknesses in reality; proactively propose feasible and effective tasks and solutions.

Dynamic, creative, diligent, courageous, willing to think, act, and take responsibility; have strong political determination, determined action, dare to face difficulties and challenges; practice what one preaches; have outstanding achievements with specific results and "products" that significantly contribute to the development of the sector, locality, agency, unit; closely bond with and serve the people.

Be a nucleus to gather and promote the synergistic strength of the political system; trusted and highly regarded by officials, party members, and the public.

(5) Health, Age, and Experience:

Have sufficient health to perform duties; ensure age requirements for appointment and nomination according to Party regulations.

Have experience in and successfully completed responsibilities and duties of directly subordinate key leadership and management titles; have much practical experience
