Regarding this issue, LawNet would like to answer as follows:

1. Position and function of Education and Times Newspaper in Vietnam

Education and Times Newspaper is the mouthpiece of the Ministry of Education and Training, a forum for the education sector and the whole society for the cause of education and training in Vietnam.

Education and Times Newspaper is a public non-business unit directly under the Ministry of Education and Training, serving the state management function of the Ministry of Education and Training; has legal status, owns its own seal, and opens accounts at treasury and commercial banks; has its head office located in Hanoi city; and operates according to the mechanism of autonomy in terms of tasks, organizational apparatus, personnel, and finance for public non-business units in accordance with law.

The Education and Times newspaper has the function of informing and propagating the guidelines and policies of the Party, the laws of the State, the management and direction of the Ministry of Education and Training and the activities of the Education sector; organizing service activities on communication, advertising, and publication of publications according to the provisions of law.

2. Organizational structure of the latest Education and Times Newspaper in Vietnam 2023

Specifically, in Article 4 of Decision 2436/QD-BGDDT in 2023, the organizational structure of the Education and Times Newspaper is as follows:

(1) The Education and Times newspaper has an Editor-in-Chief and no more than 03 Deputy Editor-in-Chief.

The Editor-in-Chief and Deputy Editor-in-Chief are appointed by the Minister of Education and Training in accordance with law; perform tasks and exercise powers as prescribed by law and decentralized by the Minister of Education and Training.

(2) Professional departments and divisions:

- Secretariat - Editorial Board;

- Board of Education;

- Economic - Social Department;

- Electronic Department;

- Administration Department;

- Communication and Project Department.

(3) Representative offices in the localities:

- Representative office in Ho Chi Minh City;

- Representative office in Da Nang city;

- Representative office in Can Tho city;

- Representative office in Thai Nguyen province;

- Representative office in Ha Tinh province;

- Representative office in Dien Bien province.

(4) Chief accountant or in charge of accounting of Education and Times Newspaper is appointed, re-appointed, relieved of duty or replaced by competent authorities in accordance with law.

(5) Party and mass organizations.

The establishment, reorganization and dissolution of constituent units of the Education and Times newspaper shall comply with the provisions of law.

3. Tasks and powers of Education and Times Newspaper in Vietnam

The Education and Times Newspaper performs the tasks and powers as prescribed for press agencies and public non-business units and performs a number of specific tasks and powers as follows:

- Submit to the Minister of Education and Training the direction and development plan of the Newspaper in each period to suit the development situation of the country; assume the prime responsibility for formulating plans for development and renewal of contents; and organize the implementation after they are approved.

- Propose communication programs, schemes, and projects for the Education sector and organize events to serve the state management of the Education sector.

- Communication on education to enhance the understanding and consensus of society with the guidelines and policies of the Party, the State, the Ministry of Education and Training; introduce and set an example of good people, good deeds, new factors, and advanced examples; participate in the fight against law violations and negative phenomena in the Education sector;

Actively coordinate with functional agencies of the Ministry to process information related to the sector's activities mentioned in the mass media; coordinate with other media agencies to well perform the task of propagating and reflecting the situation of educational activities.

- Organize service activities on communication, advertising, publishing publications, exchanging, buying, and selling copyright of content in the field of education and training in accordance with the law; conduct business activities, services, joint ventures, and associations with newspapers, magazines, organizations, and individuals in journalistic activities in accordance with the law.

- Recruit, employ, and manage officials and employees in accordance with the law.

Organize a team of collaborators inside and outside the industry to ensure timely, complete information that is close to the industry's operating practices and the information requirements of society.

- Invest in facilities and equipment for the performance of the newspaper's functions and tasks.

- Implement the financial, accounting, and asset management regimes of the Newspaper in accordance with the law.

- Summarize; implement reporting and statistical regimes; manage dossiers and documents of the Newspaper and submit for archiving according to the provisions of law.

- Perform other tasks assigned by the Minister of Education and Training.
