Regarding this issue, LawNet would like to answer as follows:

1. Criteria to be awarded the Order of Ho Chi Minh in Vietnam

- "The Order of Ho Chi Minh" to be conferred or posthumously awarded to individuals with great merits and outstanding achievements in Vietnam that meet one of the following criteria:

+ Having great merits and outstanding achievements in one of the fields of politics, economy, society, literature, art, science, technology, national defense, security, diplomacy, or other fields;

+ Participating in revolutionary activities from 1935 onward, continuously operating, having great merits, and having many outstanding achievements in the revolutionary cause of the Party and the nation, without committing major defects; having held one of the following positions: Secretary, Deputy Secretary of the Provincial Party Committee, Deputy Head of the Party Central Committee, Deputy Minister, or equivalent position; or being conferred the military rank of Lieutenant General of the People's Armed Forces;

+ Participated in revolutionary activities before 1945, operated continuously, had great merits, had many outstanding achievements in the revolutionary cause of the Party and the nation, did not commit major defects; has held one of the following positions: Head of the Party Committee at the Central Committee, Member Country, District Commissioner, Minister, or equivalent position; or be conferred the military rank of Lieutenant General of the People's Armed Forces;

+ Having participated continuously in 02 resistance wars against the French and against the US, has made great merits, has many outstanding achievements in the revolutionary cause of the Party and the nation, has not committed major defects; has held one of the following positions: Politburo member, Secretary of the Party Central Committee, Vice President of the State, Vice Chairman of the National Assembly, Deputy Prime Minister, Chairman of the Central Committee of the Vietnam Fatherland Front or equivalent position for 01 term (from 03 to 05 years); or be conferred the military rank of General of the People's Armed Forces;

+ Having a continuous work history in the anti-American resistance war or the period of national construction and defense, having made great merits, having many outstanding achievements, not committing major defects, having held one of the following posts:

General Secretary of the Central Committee of the Communist Party of Vietnam, President, President of the National Assembly, Prime Minister, 01 term (from 3 to 5 years).

Politburo member, Secretary of the Party Central Committee, Vice President of the State, Vice Chairman of the National Assembly, Deputy Prime Minister, Chairman of the Central Committee of the Vietnam Fatherland Front or equivalent positions for 02 consecutive terms (from 08 to 10 years); or be conferred the military rank of General of the People's Armed Forces for 10 years or more.

+ Foreigners who have made great contributions to the Vietnamese people and are recognized and honored by the State of Vietnam.

- "The Order of Ho Chi Minh" to be presented to ministries, departments, branches, central mass organizations, provinces, centrally run cities, military zones, corps, armed services, general departments, and the equivalent, State-owned economic groups and corporations established by decision of the Prime Minister, meeting the following criteria:

+ Having been awarded the first-class "Independence Order" or the first-class "Military Merit Medal" and for the next 10 years or more continuously successfully completing tasks, with wide influence and new factors, a new model typical for the whole country to learn;

+ Having a long tradition and making great contributions to the revolutionary cause of the Party and the nation; internal unity, the Party organization; the union is clean and strong.

2. Bonus level of The Order of Ho Chi Minh

- Individuals are conferred or posthumously conferred the Order of Ho Chi Minh with a bonus equal to 30.5 times the base salary (VND 54,900,000).

- The collective was awarded the Order of Ho Chi Minh with a bonus of 109.8 million VND.
