1. Criteria for the title of "Gia Đình Văn Hoá" (Civilized family) in Vietnam

Criteria for the title of "Gia Đình Văn Hoá" in Vietnam include:

(1) Being exemplary in observing the guidelines and policies of the party and the laws of the State; actively participating in emulation movements of the locality where they reside, including the following criteria:

- Family members comply with the provisions of the law; they should not be disciplined at work and in school.

- Obeying the conventions and conventions of the community where they reside;

- Hanging the national flag during national holidays and political events as prescribed;

- Participating in one of the cultural or artistic activities in the place of residence; regularly practicing physical exercises and sports;

- Carrying out a civilized lifestyle in weddings, funerals, and festivals according to regulations;

- Participating in the protection of historical-cultural relics, scenic spots, and natural landscapes of the locality;

- Complying with regulations on environmental sanitation, dumping garbage and waste on time and in the right place;

- Participating fully in charity and humanitarian movements, gratitude, study promotion, and talent promotion; community activities in the place of residence;

- Not violating regulations on food hygiene and safety and disease prevention;

- Not violating regulations on fire prevention and fighting;

- Not violating the law on traffic order and safety, such as: Encroaching on roadways, sidewalks, illegally participating in traffic.

(2) Family harmony, happiness, and progress; Mutual assistance to help people in the community, including the following criteria:

- Grandparents, fathers, mothers, and family members are cared for, cared for, and nurtured;

- Voluntary, progressive, monogamous, equal, harmonious, faithful marriage;

- Well implementing the population policy; implementing gender equality;

- Family members participate in health insurance and receive health care;

- Family members have a healthy, civilized lifestyle and behave according to culture in the family, community, and society;

- Support and help people in the community in times of difficulty and distress.

(3) Organizing labor, production, business, work, and study to achieve productivity, quality, and efficiency, including the following criteria:

- The family economy is stable and developed from legitimate sources of income;

- Participating in socio-economic, cultural, and social development programs and plans organized by the locality;

- People of working age actively working and earning a legitimate income;

- Children of school age can go to school;

- Using clean water;

- Having hygienic auxiliary works;

- Having means of hearing, seeing, and regularly accessing economic, cultural, and social information.

2. Cases ineligible for the title of "Gia Đình Văn Hoá" in Vietnam

It is ineligible for the title of "Gia Đình Văn Hoá" in Vietnam when family member violating one of the following fields:

- Being examined for penal liability or subject to administrative handling measures in accordance with the Law on Handling of Administrative Violations.

- Failure to fulfill military service and tax payment obligations.

- Being sanctioned for administrative violations in the fields of construction; fire safety, and environmental protection.

- Having child marriage or consanguineous marriage.

- Having domestic violence is administratively sanctioned.

- Having social evils, drugs, prostitution, theft, organizing gambling, or gambling.

- Participating in mass gatherings causes insecurity and undermines social safety.
