- Male citizens of military service age who have registered for military service in accordance with the 2015 Law on Military Service.
Female citizens of military service age who have registered for military service in accordance with the 2015 Law on Military Service, have professional qualifications suitable to the requirements of the People's Police, if volunteering and the People's Public Security have the need, may be considered and selected to perform the obligation to join the People's Police.
- The Minister of Public Security shall specify the age for selection of citizens to perform the obligation to join the People's Police in accordance with the nature and characteristics of each employing unit and stipulate the necessary professions.

- The time limit for performing the obligation to join the People's Police is 24 months.
The Minister of Public Security shall decide to extend the term of active duty service of non-commissioned officers and soldiers, but not exceeding 06 months, in the cases specified in Clause 1, Article 8 of the Law on People's Public Security 2018.
The time to perform the obligation is counted from the date of delivery by the citizen; in the case of not delivering and receiving, it will be counted from the date of receipt by the People's Public Security Unit until it is decided to discharge from the army by a competent authority. The time of desertion and the time of serving the prison sentence shall not be included in the time of performing the obligation to join the People's Police.

Citizens are selected to perform the obligation to join the People's Police when they fully meet the following criteria:
- Have a clear background.
- Strictly abide by the lines and guidelines of the Party, policies, and laws of the State; no criminal record, no criminal prosecution, probation; not during the period of being applied the measure of education in communes, wards, or townships or sent to compulsory medical treatment establishments or compulsory educational establishments; having good qualities, ethics, and conduct, being trusted by the masses of the people in the place of residence, study, or work.
- Ensure the political standards of non-commissioned officers and soldiers serving according to the duty regime in the People's Public Security.
- Have a high school diploma or higher. Communes in mountainous areas, islands, ethnic minority areas, and areas with extremely difficult socio-economic conditions may recruit citizens with lower secondary school diplomas.
- Have a well-balanced physique, not deformed or deformed, and meet the health standards to perform the obligation to join the People's Police.

The selection and calling of citizens to perform the obligation to join the People's Public Security shall follow the following steps:
- Commune-level police, based on the number of citizens to perform the obligation to join the People's Police assigned in the commune, conduct:
+ Advise the People's Committee of the same level to organize announcements and propaganda on the mass media and publicly post up at the headquarters of the Police, the commune-level People's Committee on the subjects, criteria, conditions, and time for receiving the application for admission. The time limit for receiving recruitment application dossiers is at least 30 days from the date of notification;
+ Receive dossiers of citizens applying for recruitment and organize pre-qualification (height, weight, body shape); report the results (attached to the dossier) of the qualified cases through the pre-qualification to the district-level police station;
- District-level police shall select and call citizens to perform the obligation to join the People's Police, as follows:
+ The head of the district-level police department shall issue an order to call for a health check-up for citizens according to the provisions of Clause 2, Article 40 of the Law on Military Service 2015. The order for medical examination must be delivered to citizens fifteen days before the time of medical examination;
+ Organizing background checks and drawing conclusions on political criteria for cases meeting health standards according to the conclusions of the district health examination council;
+ Reporting to the Military Service Council and submitting it to the President of the district-level People's Committee for decision on the list of citizens selected to perform the obligation to join the People's Police;
+ Pursuant to the list of citizens selected to perform the obligation to join the People's Police approved by the President of the district-level People's Committee, the head of the district-level Police Department shall issue an order to call each citizen to perform the obligation to join the People's Police.
