Common criteria with the Secretary of the Central Committee of the Youth Union and members of the Standing Committee of the Central Committee of the Youth Union according to Article 7 of the Regulation promulgated together with Decision 289-QD/TW in 2010 are as follows:

- Having a spirit of patriotism, loyalty to the Fatherland, devotedly serving the people, being steadfast in the goal of national independence and socialism, and well implementing the guidelines and lines of the Party and policies
and the laws of the State.

- Need, thrift, integrity, righteousness, justice, and impartiality. Having a sense of organization, discipline, honesty, no chance; being enthusiastic, dynamic, creative, capable of organizing gatherings, closely sticking with and gaining the trust of union members, youth, teenagers, children, and other people.

- Having a good understanding of political theory, viewpoints, and lines of the Party, policies, and laws of the State; the educational, professional, foreign language, and informatics qualifications are suitable to the requirements of the assigned working position; grew up in the union movement, association, team, or participated in youth movement activities; or have been trained and fostered in skills, profession, and knowledge of youth activities.

- Have good health; an appearance suitable for transportation work; The age of union cadres is regulated according to their assigned positions and may be more than 1 to 2 years old to suit specific work requirements.

2. Criteria for Secretary of the Central Committee of the Youth Union and Member of the Standing Committee of the Central Committee of the Youth Union

Criteria for Secretary of the Central Youth Union and member of the Standing Committee of the Central Committee of the Union according to Article 8 of the Regulation promulgated together with Decision 289-QD/TW in 2010 are as follows:

* Secretary of the Central Youth Union:

- Firmly grasping and being able to apply the Party's viewpoints and lines and the State's policies and laws in leading and directing the implementation of the union's work; having practical experience and the capacity to propose and participate in the formulation of guidelines, policies, and laws of the Party, State and Union; having strategic thinking about union work and the youth movement; being a typical cadre in all fields of work with a leadership style and good management ability.

- University degree or higher, advanced political theory, or a bachelor's degree.

- Holding a position for the first time is not more than 40 years old, and holding a position is not more than 42 years old.

- Experience working in one of the following positions:

+ Leaders and managers at the central level.

+ Secretary, deputy secretary of the provincial delegation.

+ Heads and deputy heads of departments and units under the Central Committee of the Youth Union.

The First Secretary of the Central Committee of the Youth Union must be a typical example in the Youth Union and for the youth of the country; The age is decided by the management level according to the work requirements.

* Member of the Central Committee of the Union:

- Firmly grasping and being able to apply the Party's viewpoints and lines, and the State's policies and laws in leading and directing the implementation of the union's work; having practical experience, capacity to propose and participate in the formulation of guidelines, policies, and laws of the Party, State and union; having a good leadership style, good management ability.

- Having university degree or higher, advanced political theory, or a bachelor's degree.

- Holding a position for the first time is not more than 37 years old, and holding a position is not more than 42 years old.

3. Regulations on recruitment of union cadres in Vietnam

Regulations on recruitment of union cadres under Article 15 of the Regulation promulgated together with Decision 289-QD/TW in 2010 are as follows:

- The recruitment to work at specialized delegation agencies at district level or higher shall be done in the form of a recruitment examination or entrance exam. Conducting recruitment examinations for the positions of state civil servants. Carry out the recruitment examination for subjects in extremely difficult areas, borders, islands, and policy beneficiaries.

- The recruited person must meet the general criteria specified in Article 7 of the Regulation promulgated together with Decision 289-QD/TW in 2010, and at the same time satisfy the following requirements:

+ Being a member of the Ho Chi Minh Communist Youth Union or the Communist Party of Vietnam.

+ Achieving points according to recruitment regulations, taking from top to bottom until the quota is met.

- The Party Committee level shall assume the prime responsibility for, and coordinate with the standing committee of the delegation at the same level in, agreeing on the contents and methods, setting up an examination or selection committee, and communicating with the standing committee of the delegation at the same level to recruit cadres.

The Secretariat of the Central Committee of the Ho Chi Minh Communist Youth Union directs the recruitment of union officials at the Central Committee of the Youth Union.
