1. Criteria for recruitment into the semi-specialized Commune Police in Vietnam

Criteria for selecting citizens to join the semi-part-time Commune Police as prescribed in Article 4 of Decree 73/2009/ND-CP are as follows:

- Vietnamese citizens aged full 18 years or older who fully meet the following criteria may be considered and selected to join the Commune Police where they reside:

+ Clear background, good moral character, no criminal record; themselves and their families well abide by the guidelines and policies of the Party and the laws of the State. The head of the Commune Police must be a member of the Communist Party of Vietnam;

+ Being healthy enough to perform the duties of the Commune Police (certified by a district-level medical facility or higher);

+ The head of the commune police, the deputy head of the commune police must be the person who has completed the upper secondary school program (have a diploma or a certificate of completion of a high school program issued by a competent authority); Police officers must have graduated from junior high school or higher;

For mountainous, deep-lying, and remote areas where there are no selected subjects who fully meet the educational standards specified at Point c, Clause 1, Article 4 of Decree 73/2009/ND-CP, the level of education of the part-time Commune Police may be lower, but they must also have completed primary school or higher;

+ Able to perform tasks and have a voluntary application to join the Commune Police.

- In addition, the People's Committee of the district, the People's Committee of the commune

+ There must be plans and strategies for the selection, arrangement, and use of Commune Police, ensuring stability and long-term compliance with the requirements of ensuring security, social order, and safety in the grassroots area;

+ Priority is given to the selection of soldiers to serve a term in the People's Public Security Forces who have completed their obligations and returned to their localities to join the Commune Police Force.

- The selection of people to join the Commune Police must ensure democracy, publicity, and transparency, in accordance with the standards specified in this Decree and the guidance of the Ministry of Public Security.

- Police chiefs at the district and commune levels are responsible for advising and assisting chairmen of People's Committees at the same level in the planning, selection, arrangement, and use of communal police.

2. Application for recruitment into the semi-specialized Commune Police in Vietnam

Application for recruitment into the semi-specialized Commune Police as prescribed in Clause 3, Article 14 of Circular 12/2010/TT-BCA includes:

- Application to join the Commune Police Force;

- A personal curriculum vitae certified by the Commune People's Committee;

- Health certificate issued by a medical facility at the district level or higher;

- Diploma or certificate of educational attainment as prescribed by law.

3. Regimes and policies towards Commune Police in Vietnam

Regimes and policies towards Commune Police according to Article 19 of Ordinance 06/2008/PL-UBTVQH12, including:

- Commune Police heads, deputy-heads and members shall pay social insurance and health insurance premiums according to law.

- Commune Police heads enjoy a seniority allowance if they work for 60 consecutive months or more or a lump-sum allowance if they work for 15 consecutive years but give up their jobs for plausible reasons while being not fully qualified for retirement.

- Commune Police deputy-heads and members enjoy a lump-sum allowance if they work for 15 consecutive years or more but give up their jobs for plausible reasons.

- Commune Police deputy-heads and members, when being sent for full-time training, drills, political, legal and professional retraining, enjoy an allowance equal to a basic food ration of a combatant serving for a definite time in the People's Police; when they are sent on mission, they are entitled to travel expenses.

- Commune Police heads, deputy-heads and members, when on duty for combat readiness in key areas where the security- and order-related situation is complicated, are entitled to the prescribed regimes.

- Commune Police heads, deputy-heads and members who get wounded or lay down their lives while on duty are entitled to the law-prescribed regimes and policies on preferential treatment of people with meritorious services to the revolution;

Incumbent Commune Police deputy-heads and members, if getting sick, are entitled to medical examination and treatment at healthcare establishments and considered for medical examination and treatment cost supports from the local budgets.
