The following article contains content regarding the criteria for providing online public services in the implementation of online administrative procedures in Vietnam as stipulated in Circular 01/2023/TT-VPCP.

Criteria for providing online public services in the implementation of online administrative procedures in Vietnam 

According to the provisions of Article 13 Circular 01/2023/TT-VPCP, the Criteria for providing online public services in the implementation of online administrative procedures in Vietnam include:

- Criteria for full online public services in implementing online administrative procedures.

+ Announce, publicize, and fully provide information about administrative procedures on the National Database on Administrative Procedures and the Information System for administrative procedure resolution at the ministry and provincial levels;

+ Organizations and individuals can download form templates from the National Database on Administrative Procedures and the Information System for administrative procedure resolution at the ministry and provincial levels;

+ Fill out and submit forms online, apply digital signatures if required by the organization or individual;

+ All dossiers are submitted electronically;

+ Online payment on the online payment platform of the National Public Service Portal or on the Information System for administrative procedure resolution at the ministry and provincial levels for administrative procedures that require fee, charge, or other financial obligations;

+ During the dossier processing and service provision performed electronically, the process of implementing and resolving administrative procedures does not require the organization or individual to submit or present paper documents for inspection or to be present at government offices or to interact directly with officials handling the procedures; government agencies must conduct verification or field inspections according to law;

+ Administrative procedure resolution results in electronic form;

+ Results are delivered online or via public postal service, without requiring organizations or individuals to be present or to sign directly upon receipt of results.

- Criteria for partial online public services in implementing online administrative procedures.

Partial online public services in receiving and resolving administrative procedures electronically for organizations and individuals are online public services that do not fully meet the criteria of full online public services but must ensure compliance with the criteria specified in points a, b, c, d, g clause 1 Article 13 Circular 01/2023/TT-VPCP.

- For public services that only meet the criteria specified at points a, b clause 1 Article 13 Circular 01/2023/TT-VPCP, they are considered online information provision services for organizations and individuals and are not classified as online public services in implementing online administrative procedures.

- From the review results, the agencies and units performing the function of controlling administrative procedures shall compile the results and report to the heads of ministries, central authorities, and local authorities for decision approval. The report includes:

+ A list of administrative procedures, group of administrative procedures meeting the requirements for implementing process restructuring and providing full or partial online public services in receiving and resolving administrative procedures electronically;

+ A list of administrative procedures, group of administrative procedures that do not meet the immediate implementation requirements for process restructuring and providing full or partial online public services in receiving and resolving administrative procedures electronically. Proposed solutions to amend and supplement regulations in relevant legal documents before implementing process restructuring.
