In Article 8 of Decree 90/2020/ND-CP, the criteria for classifying the quality of civil servants at the level of excellent completion of tasks are as follows:
- Civil servants who do not hold positions of leadership or management but meet all of the following criteria will be classified as having excellent task completion:
+ Thoroughly implementing the provisions of Clauses 1, 2, 3, and 4 of Decree 90/2020/ND-CP, as well as Article 3;
+ Completing 100% of tasks as prescribed by law, according to the set plan or according to specific assigned tasks, ensuring on-schedule completion with high quality and efficiency, of which at least 50% of tasks are completed. level out.
- Civil servants in positions of leadership and management who meet all of the following criteria will be classified as having excellent task completion:
+ Fully implementing the provisions of Decree 90/2020/ND-CP Clauses 1, 2, 3, 4, and Point A, Clause 5, Article 3;
+ The results of the performance of tasks as prescribed by law, according to the set plan, or according to the specific tasks assigned are completed on time, ensuring quality and high efficiency.
+ Leading, directing, and operating agencies, organizations, units, sectors, or fields of work assigned to complete all targets and tasks; in which at least 50% of targets and tasks are exceeded;
+ 100% of agencies, organizations, and units under their direct management competence are assessed to have completed their tasks or more, of which at least 70% have completed their tasks well or successfully.
In Article 9 of Decree 90/2020/ND-CP, the criteria for grading the quality of civil servants at the level of successfully completing tasks are as follows:
- Civil servants who do not hold positions of leadership or management and meet all of the following criteria will be considered to have successfully completed their tasks:
+ Fulfilling the requirements outlined in Clauses 1, 2, 3, and 4 of Article 3 of Decree 90/2020/ND-CP;
+ Completing 100% of tasks as prescribed by law, according to the set plan, or according to specific assigned tasks on schedule, ensuring quality and efficiency.
- Civil servants holding leadership and management positions who meet all of the following criteria shall be classified as having successfully completed their tasks:
+ Fulfilling the criteria outlined in Clauses 1, 2, 3, 4, and Point a, Clause 5, Article 3 of Decree 90/2020/ND-CP;
+ The criteria for the results of task performance as prescribed by law, according to the set plan, or according to the specific tasks assigned, are completed on time, ensuring quality and efficiency;
+ Leading, directing, and operating agencies, organizations, units, sectors, or fields of work assigned to complete all targets and tasks, at least 80% of which are completed on schedule, quality assurance;
+ 100% or more of the agencies, organizations, and units under their direct management and responsibility have completed their tasks.
Pursuant to Article 10 of Decree 90/2020/ND-CP, the criteria for classifying the quality of civil servants at the level of task completion are as follows:
- Civil servants who do not hold positions of leadership or management but meet all of the following criteria will be classified as at the task completion level:
+ Fulfilling the requirements outlined in Clauses 1, 2, 3, and 4 of Article 3 of Decree 90/2020/ND-CP;
+ The criteria for the results of the performance of tasks as prescribed by law, according to the set plan, or according to the specific tasks assigned are all completed; and there are not more than 20% of criteria that do not guarantee quality, progress, or low efficiency.
- Civil servants who lead and manage others and meet all of the following criteria will be classified as having completed their tasks:
+ Fulfilling the criteria outlined in Clauses 1, 2, 3, 4, and Point a, Clause 5, Article 3 of Decree 90/2020/ND-CP;
+ The criteria for the results of the performance of tasks as prescribed by law, according to the set plan, or according to the specific tasks assigned are all completed; and there are not more than 20% of criteria that do not guarantee quality, progress, or low efficiency;
+ Leading, directing, and operating agencies, organizations, units, sectors, or fields of work assigned to complete over 70% of the targets and tasks;
+ At least 70% of agencies, organizations, and units under their direct management competence are assessed to have completed their tasks or more.
In Article 11 of Decree 90/2020/ND-CP, the criteria for ranking the quality of civil servants at the level of not completing tasks are as follows:
- Civil servants who do not hold leadership or management positions with one of the following criteria shall be classified as failing to complete their tasks:
+ According to competent authorities, there are signs of deterioration in political ideology, morality, lifestyle, self-evolution, and self-transformation.
+ Having more than 50% of the criteria on the results of task performance as prescribed by law, according to the set plan, or according to the assigned specific tasks, but not yet ensuring progress, quality, and efficiency;
+ Violations in the course of performing duties will be disciplined in the evaluation year.
- Civil servants holding leadership or management positions who meet one of the following criteria shall be classified as failing to complete their tasks:
+ According to competent authorities, there are signs of deterioration in political ideology, morality, lifestyle, self-evolution, and self-transformation.
+ Having more than 50% of the criteria on the results of task performance as prescribed by law, according to the set plan, or according to the assigned specific tasks, but not yet ensuring progress, quality, and efficiency;
+ The agency, organization, unit, or field of work tasked with meeting fewer than half of the targets and tasks.
Agencies, organizations, and units directly under their respective management shall bear responsibility for embezzlement, corruption, and wastefulness and shall be handled in accordance with the law.
+ Violations in the course of performing duties will be disciplined in the evaluation year.
