Regarding this issue, LawNet would like to answer as follows:
Students and campers who execute decisions at reformatories or compulsory educational institutions for 04 days or more will be classified as weekly emulating; those who have been graded for 03 weeks or more will be graded for monthly emulating; those who have been graded for 02 months or more will be classified as quarter emulating.
(Clause 3, Article 6 of Circular 49/2022/TT-BCA)
According to Clause 1, Article 6 of Circular 49/2022/TT-BCA, the criteria for grading emulation for reformatory students are prescribed as follows:
- Recognizing and sincerely apologizing for their own violations; truthfully declaring and denouncing the crimes and law-breaking acts of others they know;
- Adhering strictly to the provisions of the law and the rules of the reformatory; actively prevent and combat violations;
- Self-discipline and active learning, labor, vocational training, and other educational programs and contents; well-implemented discipline, occupational safety and hygiene, and vocational training; actively promoting the emulation movement among reformatory students
- Actively practicing and cultivating morality and a healthy lifestyle; being respectful and polite to teachers; having respect for their own life, health, honor, and dignity, as well as the lives, health, honor, and dignity of others; consciously maintaining solidarity, assisting one another in their studies and practice progress; striving to become useful members of society; implementing a cultural, disciplined, orderly, and civilized lifestyle; having a sense of protecting property, preserving hygiene, landscape, and environment
Criteria for grading emulation for campers of compulsory education institutions are specified in Clause 2, Article 6 of Circular 49/2022/TT-BCA, specifically as follows:
- Recognizing and sincerely apologizing for their own violations; truthfully declaring and denouncing the crimes and law-breaking acts of others they know;
- Adhering strictly to the provisions of the law and the regulations of the compulsory education institution; actively prevent and combat violations;
- Self-discipline and active learning, labor, vocational training, and other educational programs and contents; full participation in working days and completion of assigned labor norms; well-implemented discipline, occupational safety and hygiene, and vocational training; active participation in promoting emulation among campers at compulsory education institutions;
- Actively practicing and cultivating morality and a healthy lifestyle; having respect for their own life, health, honor, and dignity, as well as the lives, health, honor, and dignity of others; consciously maintaining solidarity, assisting one another in studying and practicing progress; striving to become useful members of society; implementing a cultural, disciplined, orderly, and civilized lifestyle; having a sense of protecting property, preserving hygiene, landscape, and environment;
Students and campers are graded to emulate three terms: week, month, and quarter.
Specifically, the grading of emulation for students and campers is conducted periodically as follows:
- Rank emulation by week from last Saturday to next Friday;
- Rank emulation by month from the 26th of the previous month to the 25th of the following month;
- Quarterly ranking of emulation is calculated as follows: the first quarter is counted from November 26 of the previous year to February 25 of the following year; the second quarter is from February 26 to May 25; the third quarter is from May 26 to August 25; and the fourth quarter is from August 26 to November 25.
