According to the Instruction 21-HD/BTCTW in 2019 on annual quality review, assessment, and grading for party organizations, party members, collectives, and individuals, leaders and managers at all levels by the Organizing Committee issued by the Central Government of Vietnam.

(1) Excellent mission completion

- Being a really typical party member in terms of capacity, moral quality, lifestyle; always at the forefront of innovation; having specific quantifiable products; There are many outstanding achievements in the work that other party members learn and follow.

- The criteria for the performance of assigned political tasks are assessed at the level of "Excellent"; the remaining criteria are assessed as "Good" or higher.

- Party members being cadres, civil servants, and public employees must be classified as cadres, civil servants, and public employees "excellently completing tasks".

Competent authorities consider and decide that the number of party members classified as "excellent at completing tasks" must not exceed 20% of the number of party members classified as "completing tasks well" in each grassroots party organization.

(2) Complete the task thoroughly.

- The criteria for the performance of the assigned political tasks are rated at the level of "Good" or higher; the rest of the criteria are assessed as "Average" or higher.

- Party members who are cadres, civil servants, and public employees must be classified as cadres, civil servants, and public employees of "Complete tasks well" or higher.

(3) Finish the tasks

- The basic criteria are assessed at the level of "average" or higher.

- Party members who are cadres, civil servants, or public employees must be classified as cadres, civil servants, or public employees with "Complete tasks" or higher.

(4) Failure to complete the assigned tasks

Being a party member who does not reach the level of "Complete the task" or in one of the following cases:

- The competent authority concludes that the assessment shows signs of deterioration in political ideology, morality, lifestyle, "self-evolution," "self-transformation".

- Only completed less than 50% of the assigned targets and tasks in the year.

- Party members who are cadres, civil servants, and public employees are classified at the level of "failing to complete tasks".

- Party members are disciplined throughout the year (a violation is disciplined only once when grading).

How to conduct year-end party member evaluation in Vietnam

Step 1: Self-assessment and Quality Rating

Based on the evaluation criteria, the quality level standards are specified for each object. The party members self-analyze the quality (determining the level of "Excellent", "Good", "Average", and " Poor" for each specific evaluation criterion) and consider and self-recognize the quality level in Form 02; report to the branch in the meeting to review, evaluate, and rank the quality of party members at the end of the year.

Step 2: Determine the quality rating for each party member.

- The Party Committee (the secretary of the branch where there is no branch committee) summarizes the self-classification of the party members; opinions and comments of the party committees and grassroots party committees where the party members reside; and proposes the classification level of each party member. The branch conducts discussion on the rating proposed by the branch committee (the secretary of the branch where there is no branch committee) before voting.

- The branch committee (where there is no branch committee) organizes for party members to vote and propose a rating for each member of the branch; then, they summarize the results and propose a quality rating for each party member to report to the grassroots party committee.

- The assisting section of the Party Committee at the level of the Party Committee summarizes and appraises the reports of the affiliated branches for the grassroots Party Committee to consider and decide on the quality classification of party members. The party cells must decide how to classify the quality of party members for grassroots branches.
