Regarding this issue, LawNet would like to answer as follows:
The title "People's Artisan" in the field of intangible cultural heritage is awarded to individuals specified in Clause 1 of Article 2 of Decree 93/2023/ND-CP who meet the following standards:
- Stay loyal to the Fatherland; comply well with the Party's policies and the State's legal policies.
- Have good moral qualities; be exemplary in life; be enthusiastic and devoted to the profession; practice and protect intangible cultural heritage; and be recognized and admired by colleagues and people.
- Have particularly excellent talents or professional skills, typical of the type of intangible cultural heritage being honored; have made great contributions to the cause of protecting and promoting the value of intangible cultural heritage held by individuals, expressed in understanding and holding knowledge, know-how, and practical skills about intangible cultural heritage; have spiritual or material products of historical, cultural, scientific, artistic, aesthetic, technical value, contribute to protecting and enriching the values of intangible cultural heritage, developing the country's culture, economy and society; teach many individuals who have been or are participating in protecting and promoting the value of intangible cultural heritage.
- Have a continuous or cumulative period of operation of 20 years or more related to the protection and promotion of intangible cultural heritage values.
- Have been awarded the title of "Artisan of Merit" in the field of intangible cultural heritage.

The title "Artisan of Merit" in the field of intangible cultural heritage is awarded to individuals specified in Clause 1 of Article 2 of Decree 93/2023/ND-CP who meet the following standards:
- Loyal to the Fatherland; Comply well with the Party's policies and the State's legal policies.
- Having good moral qualities; being exemplary in life; being enthusiastic and devoted to the profession; practicing and protecting intangible cultural heritage; and being recognized and admired by colleagues and people.
- Have particularly excellent talents or professional skills, typical of the type of intangible cultural heritage being honored; have great contributions recognized for the cause of protecting and promoting the value of intangible cultural heritage held by individuals, expressed in understanding and holding knowledge, know-how, and practical skills about intangible cultural heritage; have spiritual or material products of historical, cultural, scientific, artistic, aesthetic, and technical value; contribute to protecting and enriching the values of intangible cultural heritage and the cultural, economic, and social development of local communities; teach many individuals who have been or are participating in protecting and promoting the value of intangible cultural heritage.
- Have a continuous or cumulative period of operation of 15 years or more related to the protection and promotion of intangible cultural heritage values.

Decree 93/2023/ND-CP takes effect on February 15, 2024.
