Regarding this issue, LawNet would like to answer as follows:

On September 7, 2023, the Ministry of Culture, Sports, and Tourism issued Decision 2608/QD-BVHTTDL on the Regulations on the Award for Developing Reading Culture.

Criteria for awarding the Reading Culture Development Award in Vietnam

Specifically, the criteria for awarding the Reading Culture Development Award in Vietnam are specified as follows:

(1) For public libraries:

- Having built products and services aimed at building reading skills for readers and carried out propaganda and promotion work, ensuring at least 85% of library users (for students, 90%) have the skills to receive and use information and knowledge for learning, research, and entertainment;

- Meeting the specific requirements of each type of library, specifically:

+ Provincial libraries attracted at least 500,000 users for delta libraries and 250,000 users for mountainous areas in 01 year; District-level libraries and commune-level libraries have an increase in users of at least 15% compared to the previous year for libraries in plain areas and at least 10% compared to the previous year for libraries in mountainous areas;

+ Specialized libraries and armed forces libraries attract at least 60% of the users the library is responsible for serving. Libraries help people exploit and use information resources. The number of users increased by at least 10% compared to the previous year;

+ Libraries of higher education institutions, libraries of preschool education institutions, general education institutions, vocational education institutions, and other educational institutions are public libraries that attract at least 70% of the users it is responsible for serving.

(2) For non-public libraries, reading spaces, and grassroots reading rooms:

- Having built products and services aimed at building reading skills for readers, carried out propaganda and promotion to ensure at least 85% of library users (for students, 90%) have the skills to receive and use information and knowledge for learning, research and entertainment;

- Meets specific requirements for each type, specifically:

+ Non-public libraries have at least 1,000 regular users; The average number of users increased by at least 20% compared to the previous year.

+ Reading space and the basic reading room are regularly used by at least 500 people and have seen an average increase of at least 15% in the number of users compared to the previous year.

+ Coordinating with public libraries to serve local people;

(3) For other public service units with reading culture development activities:

- Having built products and services aimed at building reading skills for readers and carried out propaganda and promotion work, ensuring at least 85% of library users (for students, 90%) have the skills to receive and use information and knowledge for learning, research, and entertainment;

- The number of participants using services, propaganda, and promotional activities serving the development of reading culture each year increases by at least 20% compared to the previous year.

(4) For organizations and businesses:

Participating in sponsoring and mobilizing contributions of facilities, information resources, and means for libraries and reading cultural spaces to serve the community; Participating in propaganda and promotion activities, providing products and services, and developing a reading culture in the community; Promoting exchange and cooperation with other organizations and individuals at home and abroad, contributing to the development of reading culture in localities, ministries, and branches.

Award consideration is based on the level of contribution of the organizations requesting consideration for the Award.

(5) For individuals working as librarians:

- Having a dedicated and serious spirit and attitude in library work and serving users effectively;

- There is at least 01 initiative, proposed model, or method that is widely implemented and has pervasive influence, contributing to the development of reading culture in localities, ministries, agencies, and units;

- Participating in communication activities to develop reading culture organized by the Ministry of Culture, Sports, and Tourism and localities.

(6) For individuals not working in the library field who meet one of the following criteria:

- There is a model for developing a reading culture that has been successfully applied and deployed, bringing effectiveness and pervasiveness to the community; Contributing to propaganda, promotion, and mobilization of people to participate in reading books;

- Sponsoring, mobilizing funding, and contributing facilities, documents, and means of operation to libraries, reading spaces, and other reading-serving institutions that bring efficiency to the community.
