Criteria for awarding the Commemorative medal for the cause of education in Vietnam (Internet image) 

Regarding this issue, Lawnet would like to answer as follows:

1. Criteria for awarding the Commemorative medal for the cause of education in Vietnam

Commemorative medal “For the cause of education” (hereinafter referred to as Commemorative medal) is a form of commendation given once by the Minister of Education and Training to individuals inside and outside the Education sector who are certified by the direct management agency to meet one of the following standards:

- Individuals in the Education sector

+ Have worked in the Education industry for 20 years or more. In the event that a working individual is sent to study or perform military service and then continues to work in the Education sector, the time spent studying or performing military service is counted as working time in the Education sector to be considered for the Commemorative medal. An individual who has enough working time but is disciplined from a reprimand to less than a forced dismissal will only be considered for a Commemorative medal after 02 years, from the end of the disciplinary period; Disciplinary time does not count toward the award of a Commemorative medal;

+ Individuals working in areas with extremely difficult socio-economic conditions or poor districts are eligible to apply and enjoy the policies as prescribed for areas with extremely difficult socio-economic conditions, the donation will be considered 5 years earlier than the time specified in Point a of this Clause.

- Individuals outside the Education sector:

+ Has held a management position for a full term (60 months) or more, made many contributions in leadership and direction, contributing to the development of the Education sector;

+ There are many constructive contributions and financial and in-kind support for the development of the Education sector, confirmed by the beneficiary unit.

- Individuals who are Vietnamese residing abroad and foreigners who have actively contributed to the construction and development of education and training in Vietnam strengthen friendly relations and cooperation between Vietnamese Education and other countries and international organizations.

2. Requirements for consideration of emulation and rewards in the Education sector

- Not imposing emulation quotas; ensure the principle of voluntary participation in emulation by groups and individuals according to regulations.

- Emulation and reward consideration must be based on standards and achievements with specific and practical evidence and products of collectives and individuals.

- The evaluation and recognition of emulation titles and the scope of influence of achievements must be based on the results of evaluation and ranking of civil servants, public employees, and workers ensuring that no more than 1/3 of the number of civil servants, public employees, and workers recognized as "Grassroots-Level Emulation Fighter" and other forms of ministerial-level commendation are management officers.

- For the title "Advanced Labor", "Grassroots-Level Emulation Fighter", "Excellent Labor Collective", "Emulation Flag of the Ministry of Education and Training",
"Government Emulation Flag", Minister's Certificate of Merit, Prime Minister's Certificate of Merit, Orders of all ranks: Collectives and individuals proposed to be considered for commendation must have an affirmative vote of 70% or more of the total number of members of the grassroots emulation and commendation council and the Emulation and Commendation Council for the Education sector.

3. Responsibility regarding expenditures on awards of the Ministry of Education and Training

- Collectives and individuals belonging to Ministry agencies and ministries are rewarded at the State level.

- Collectives and individuals enjoying the salary fund at the Ministry of Education and Training are recognized by the Minister with emulation and reward titles; Individuals working on secondment at the Ministry of Education and Training were rewarded by the Minister.

- Collectives and individuals are rewarded by the Minister of Education and Training when they achieve outstanding achievements.
