Regarding this issue, LawNet would like to answer as follows:

1. What is the commemorative medal "For the cause of Vietnam Bank"

- The commemorative medal "For the cause of Vietnam Bank" (hereinafter referred to as the medal) is a form of reward from the Governor of the State Bank to recognize the contributions of individuals inside and outside the banking industry who have made many contributions to the development process of the Vietnamese banking industry.

- Commemorative medals can only be awarded once to an individual.

2. Criteria for awarding Commemorative medal "For the cause of Vietnam Bank"

(i) For individuals who have been working in the banking industry

- A Commemorative Medal is awarded to individuals who have successfully completed their assigned tasks (calculated based on the total time used to consider awarding the Commemorative Medal), with a minimum of 20 years of service in the banking sector for males and a minimum of 15 years for females;

- Individuals automatically awarded the Commemorative medal include: bank officials recognized as martyrs; officers participating in the Preparatory Committee to establish the Vietnam National Bank; bank officials participating in battlefield B from 1968 onwards; Bank officials are awarded the following titles by the State: "Gold Star Order", "Ho Chi Minh Order", "Independence Order", first, second, and third classes, "Labor Hero" and comrades who are leaders of the State Bank;

- Individuals prioritized for consideration for the Commemorative Medal include: officials who worked in the banking industry from May 6, 1951, to May 7, 1954, and have worked continuously for 10 years; Bank officials participating in battlefields B, C, and K during the resistance war against the US before April 30, 1975, will have their working time multiplied by a factor of 2 (one year equals 2 years) when considering gifts; For officials who previously worked in the banking industry and were sent to the army, youth volunteers went to school, or were transferred to another industry and then continued to return to the banking industry to work, that period is still counted as continuous working time in the banking industry when considering gifts.

(ii) Individuals outside the banking industry (except individuals specified in (3)) are considered for awarding commemorative medals when they meet one of the following criteria:

- Have meritorious service in leadership and direction, contributing to the cause of building and developing the Vietnamese banking industry;

- Have initiatives or scientific research projects of practical value for the operations of the Vietnamese banking industry;

- Make direct and practical material contributions to the development of Vietnam's banking industry.

(iii) A foreign individual is considered for a commemorative medal when they meet one of the following criteria:

- Have worked in the Vietnamese banking industry for 10 years or more, successfully completing assigned tasks;

- Foreigners working in diplomatic agencies and international organizations in Vietnam have many contributions to the banking industry, including: expanding financial cooperation with other countries and international financial organizations; Mobilize international organizations and financiers to contribute and provide spiritual and material help; Contributing to consulting, training, technical assistance, and other contributions to the Vietnamese banking industry in the process of integration and international financial cooperation;

- Special cases of diplomatic nature are decided by the Governor of the State Bank.

(iv) If an individual is disciplined, the time spent serving the discipline will not be included in the time to consider awarding a commemorative medal. After the disciplinary period expires, a commemorative medal will be considered for 1 year.

(v) Commemorative medals will not be considered in the following cases:

- Individuals are disciplined and forced to quit their jobs;

- Individuals are being prosecuted for criminal liability by law enforcement agencies or are involved in criminal cases that have not yet been concluded by competent law agencies; are in the process of disciplinary review and enforcement;

- Individuals who have been serving prison sentences (with or without suspended sentences), non-custodial reform.
