Regarding this issue, LawNet would like to answer as follows:

On October 15, 2023, the Minister of Home Affairs issued Circular 15/2023/TT-BNV detailing one article of the Law on Emulation and Commendation for the Home Affairs sector

1. Criteria for awarding Certificates of Merit to individuals under the Ministry of Home Affairs in Vietnam

According to Article 7 of Circular 15/2023/TT-BNV, the heads of agencies, organizations, and units with legal status under the Ministry of Home Affairs award Certificates of Merit to individuals under their management authority who meet the following standards:

- Complete the task well or better.

- Have good moral qualities; maintain internal solidarity; exemplary compliance with the Party's guidelines and policies, State laws, and internal rules and working regulations of agencies and units; Actively participate in emulation movements implemented and launched by agencies and units.

- Regularly study to improve professional qualifications and skills.

In addition, Heads of agencies, organizations, and units with legal status under or under the Ministry of Home Affairs award Certificates of Merit to collectives under their management authority that meet the following standards:

- Complete the task well or better.

- Internal solidarity; no complaints or denunciations; well-implemented democratic regulations at the grassroots level; well-organized emulation movements

- Take care of the material and spiritual lives of the group, practice thrift, and prevent waste.

- Fully implement regimes and policies for members of the collective.

Thus, individuals from the Ministry of Home Affairs who meet the above criteria will be considered for a Certificate of Merit.

2. Responsibilities of organizations and individuals in emulation and commendation work in Vietnam

Responsibilities of organizations and individuals in emulation and reward work are as follows:

- Heads of agencies, organizations, and units under and under the Ministry of Home Affairs shall directly lead, direct, and take responsibility for emulation and commendation and discover collectives and individuals with typical and excellent achievements to reward according to authority; request the Minister of Home Affairs to reward or submit to competent authorities for reward; advance typical replication; evaluate collective and individual achievements; and be responsible for recommending rewards.

- Responsibilities of relevant agencies, organizations, units, and individuals:

+ Strictly comply with the regulations of the law, agencies, organizations, and units in emulation and reward work.

+ Be responsible before the law in declaring achievements and preparing reward request documents; responsible for preserving and storing reward artifacts.

- The Information Center, State Organization Magazine, and information pages of units under the Ministry of Home Affairs are responsible for propagating the Party's policies, policies, and laws of the State and the Ministry and Home Affairs sectors through emulation and commendation. Regularly post slogans and emulation content; popularize and set examples of collectives and individuals with excellent achievements, advanced examples, good people, and good deeds in emulation movements; propaganda reflects the results achieved by the emulation movement and reward work; promptly reflect and fight against violations of the law on emulation and commendation.
