Regarding this issue, LawNet would like to answer as follows:

1. Criteria for assessing the quality of training for cadres, civil servants, and public employees in Vietnam

According to Article 24 of Circular 3/2023/TT-BNV, the criteria for assessing the quality of fostering cadres, civil servants, and public employees include:

(1) Program and documents:

Program objectives are clearly defined.

- The output standards of the program are clearly defined, meeting the requirements that students need to achieve after completing the program.

- The content of the document does not overlap with the content of other documents.

- The content of the document ensures a combination of theory and practice.

- The document is compiled to ensure a balance between theory, discussion questions, practice, and practical case exercises.

- Structured documents, logical sequence; correct language, spelling, and format.

- The contribution of each section, each topic in the document to the achievement of output standards is clear.

- Documents are designed and compiled based on the output standards of the program.

(2) Students:

- Actively exchange and discuss the topics of the training course.

- Actively share practical experiences and real-life situations during the study period.

- Follow the instructions of the teacher well.

- Fully comply with the regulations of the training course, the National Academy of Public Administration, training and retraining institutions, and training and research institutions.

(3) Lecturer:

- The knowledge, skills, and experience of the lecturers are suitable for the teaching content.

- Instructors guide, encourage, and promote students' practical experience in the learning process.

- Lecturers strictly comply with the regulations of the program and documents on time for theory lectures, discussions, practice, and instructions for solving practical case studies.

- Lecturers have good expressions of political ideology.

- Lecturers are gentle and have a civilized and polite attitude when communicating with students.

- Lecturers use appropriate teaching methods to achieve the program's output standards.

(4) Facilities and supporting activities:

- Classrooms and equipment to meet teaching and learning requirements.

- Teaching and learning materials and supplies meet the requirements of the course.

- The logistics services for the course are provided in a timely manner, with quality assurance.

- Employees of the National Academy of Public Administration, training and retraining institutions, and training and research institutions with appropriate spirit, attitude, and responsibility.

- The regulations on teaching and learning of the National Academy of Public Administration, training and retraining institutions, and training and research institutions must comply with the provisions of the law and timely and fully inform lecturers and students.

- Activities for testing and assessing learning quality are appropriate, objective, and accurate.

(5) Refresher course:

- The content of the training course meets the needs of the students.

- The course is practical and useful for students.

- Students actively participate in the learning activities of the training course.

- The teaching work of the lecturers is well prepared.

- The training course is organized methodically and scientifically.

- The conditions for the refresher course are well met by the National Academy of Public Administration, training and retraining institutions, and training and research institutions.

(6) Effectiveness of fostering:

- After completing the refresher course, students' understanding of the field they have studied will be enhanced.

- Students use the skills they are trained in to make progress.

- Students' attitudes (to work, colleagues, and superiors) have shown positive changes.

- The quality and effectiveness of students' task performance are improved after training.

2. Purpose of assessing the quality of training for cadres, civil servants, and public employees in Vietnam

The purpose of assessing the quality of training for cadres, civil servants, and public employees in Vietnam is prescribed as follows:

- Supply to the Ministry of Home Affairs; agencies and units that manage and employ cadres, civil servants, and public employees; the National Academy of Public Administration; training and retraining establishments; training institutions, research objective information on the quality of training for cadres, civil servants, and public employees.

- Based on the results of the assessment of training quality, the Ministry of Home Affairs; agencies and units that manage and employ cadres, civil servants, and public employees; the National Academy of Public Administration; training and retraining establishments; and training institutions research, propose, and deploy innovative solutions to improve the quality of training for cadres, civil servants, and public employees.
