1. Contents of management of civil servants and employees of civil judgment enforcement agencies in Vietnam

Contents of management of civil servants and employees of civil judgment enforcement agencies in Vietnam include:

- To develop strategies, plans, and projects to strengthen the contingent of civil servants, public employees, and employees.

- To manage job positions, structure, payroll of civil servants, and number of officers and employees according to the provisions of law.

- To manage standards for civil servants, public employees, and employees under their management.

- To recruit, receive, and employ civil servants, public employees, and employees under their management.

- To organize evaluation, training, and retraining of civil servants, public employees, and employees.

- To mobilizing, rotating, seconding, transferring, appointing, re-appointing, relieving from duty, resigning, and letting go of positions.

- To appoint ranks, and implement salary, allowance, and other treatment regimes for civil servants, public employees, and employees under their management.

- To commend, discipline, or propose competent authorities to reward and discipline civil servants, public employees, and employees according to the provisions of law.

- To give up work, take leave from work to enjoy retirement, leave, take unpaid leave from work, send civil servants, public employees, and workers on business trips, and allow to go abroad for personal work.

- To manage records of civil servants, officials, and employees.

- To inspect and examine the observance of the law on civil servants, public employees, and employees.

- To implement a regime of statistics and reports on the implementation of the law on civil servants, public employees, and employees.

- To settle complaints and denunciations according to decentralization and the provisions of law.

2. Principles of decentralization of management of civil servants and employees of civil judgment enforcement agencies in Vietnam

- Ensuring the principle of democratic centralism, the unified leadership of the Party, the Party Personnel Committee of the Ministry of Justice, and the unified management of the Minister of Justice for the contingent of civil servants, public employees, and employees of the General Department of Civil Judgment Execution and civil judgment enforcement agencies.

- Ensuring publicity, transparency, and effective implementation of anti-corruption in the management of civil servants, public employees, and employees in accordance with regulations of the Party and State.

Strengthening coordination with the Standing Committee of the Provincial Party Committee, the City Party Committee, and the People's Committees of the provinces and centrally-run cities; the Standing Committees of District Party Committees, District Party Committees, Town Party Committees, City Party Committees, and People's Committees of districts, towns, and cities of provinces and centrally run cities in planning, training, fostering, rotating, arranging, mobilizing, appointing, rewarding, disciplining, and implementing other policies towards the heads and deputy heads of provincial and district civil judgment enforcement agencies.

- Director of the General Department of Civil Judgment Execution, the Director of the Civil Judgment Execution Department, and the Director of the Civil Judgment Execution Sub-Department shall take full responsibility before the Minister of Justice, the head of the immediate superior unit, and before the law for the implementation of the decentralized contents.

- Decentralization of management associated with the responsibility regime, and at the same time strengthen the inspection and examination of superiors for the responsibilities of the General Director of the General Department of Civil Judgment Execution, the Director of the Civil Judgment Enforcement Department, and the Director of the Civil Judgment Enforcement Sub-Department in the implementation of the decentralized contents specified in this Circular.

In case of necessity, the Minister of Justice shall decide to revoke the decentralized contents or request the suspension of the exercise of the delegated authority to the General Director of the General Department of Civil Judgment Execution, the Director of the Civil Judgment Execution Department, and the Director of the Civil Judgment Execution Sub-Department specified in this Circular.
